Under the direct supervision of the ICT Officer who reports to the Head of Support Services, and technical guidance of the ICT colleagues in HQ, the ICT Assistant is responsible for efficient and effective ICT management and support to the operations in a given geography. In the discharge of her/his duties, the ICT Assistant liaises also with UNOPS programme support colleagues in order to ensure best support. Specific responsibilities and duties include, but are not limited to:

Functional Responsibilities:

  • Functions/Key Results Expected
  • Support radio equipment and network administration
  • ICT Helpdesk Support  
  • ICT and System Maintenance

Support network administration:

  • Support radio equipment and network administration 
  • Installs all UNOPS radios, Radio towers, all kinds of Codan, ancillary radio equipment, and satellite phone/equipment in all areas of Afghanistan in UNOPS facilities and vehicles.
  • Making profile and programming Codan radios, Mobile/Base, Making Code plug and programming of radio Base/Mobile/Handset radios, 
  • Basic service and repair all communication equipment as necessary in all UNOPS facilities and vehicles.Ensures all radio equipment (office and vehicle) is in well working condition.
  • Maintains inventory records on spare radios and repair parts, of tools andt. est equipment 
  • Monitor the telecommunications equipment to avoid interruption of service

ICT Helpdesk Support :

  • Ensure timely issuance of laptops, radios, sim cards, cell phones, and other electronic devices to new personnel and visitors 
  • Assist in monitoring the use of 3G facilities and prepaid voice credits
  • Maintains inventory records for ICT inventory 
  • Support the Monitoring and maintenance of proper data backups of for business continuity and disaster recovery processes and procedures 
  • Provide help desk level 1 and 2 support to all client requests 
  • Install ducting for network and patch panels, wiring, network switches, racks, UPS, and punching of network cables with the correct numbering system. 
  • Interacts with local repair suppliers/workshops facilities in order to turn in and receive items under warranty.

ICT and System Maintenance:

  • Perform daily inspections and reporting of all devices in server rooms, network routers, switches, firewalls, storages, UPS, batteries, and CCTV
  • Installation, upgrading and managing of single and duplex multi-mode fibers, ethernet cable, ducting, conduit and drilling 
  • Installation, troubleshooting, and diagnosis of power supplies, UPS, door phones, photocopiers,satellite phone/equipment, CCTV, batteries, and security surveillance equipment as per the guidance of the IT Officer. 
  • Arranging and managing VTC equipment in conference rooms for meetings
  • Maintenance of MFPs, printers, plotters, scanners, and photocopiers machines
  • Labeling of all network patch panels, ports, jacks, faceplates, and updating the required documents

Support network administration:

  • Installation of network devices switches, router, firewall in racks, 
  • Create, and update accounts, profiles and email groups 
  • Troubleshooting network and connectivity problem and performs repair and upgrades when required
  • Support in the maintenance of network and internet connectivity to ensure stable operation, availability of bandwidth, and reliable connection to the internet and HQ-based systems
  • Ensure confidentiality, integrity, and availability of UNOPS ICT systems and UNOPS information assets.

Impact of Results:

The effective and successful achievement of key results by the ICT Assistant directly affects the overall efficiency and effectiveness of the relevant business unit/project, in ICT management, impacting the timely and effective implementation of the respective services and deliverables.  This ensures client satisfaction and promotes the image and credibility of UNOPS as an effective service provider in project services and management. This enhances UNOPS’ competitive position as a partner of choice in sustainable development and project services in the country/region served.

Education/Experience/Language requirements:

Education:

  • High School Diploma or equivalent.
  • University Degree (Bachelor’s or Master’s) is desirable and may substitute for some of the required number of years of experience. 
  • A+ certification is desirable.
  • CCNA and MCITP are desirable.

Work Experience :

  • Minimum 4 years of working experience in relevant field
  • Trained and experienced in the use of radio systems
  • Experience in the usage of computers and office software packages (MS Office 2010 and/or newer versions). 
  • Experience in management of Active Directory, Windows servers, and network infrastructure.

Languages:

  • English is the working language of UNOPS.
  • For the post advertised, fluency and oral and written English is required
  • Knowledge of an Afghans Language is an advantage.
