East Asia and Pacific Multi-Country Office (EAPMCO)

The South East Asia and Pacific Multi Country Office (EAPMCO) supports, develops and oversees the UNOPS portfolio of projects in South East Asia and the Pacific. EAPMCO was established in January 2023 following the merger of the Thailand Multi-Country Office, which covered 20 countries across North East Asia, South East Asia and the Pacific, and the Cambodia Multi-Country Office, which covered 4 countries South East Asia – 3 countries in the Mekong Sub-region (Cambodia, Lao PDR and Vietnam) and the Philippines. EAPMCO currently covers 24 countries across North East Asia, South East Asia and the Pacific. With its head office in Bangkok, the Multi-Country Office comprises nine business units: EAPMCO Thailand, EAPMCO Indonesia, EAPMCO Pacific Operations Cluster, EAPMCO Papua New Guinea, EAPMCO China, EAPMCO Vietnam, EAPMCO Lao PDR, EAPMCO Philippines and EAPMCO Cambodia.

In 2023, the UNOPS EAPMCO implemented projects worth more than USD 76 million, in the areas of Energy Transition, Digital Transformations, Sustainable Environmental Management, Climate Change, Waste Management, Rule of Law and Access to Justice, Water, Sanitation and Hygiene (WASH), Post Conflict Reintegration, Emergency Relief, Post COVID19 Economic Transformations, and Health, through HR, procurement, construction, contract management, and fund and program management services.

The Multi Country Office head office in Bangkok provides strategic direction, operational support, delivery oversight and assurance of the excellence of business processes and quality standards across all of the entire Multi Country Office locations. It is also responsible for developing, delivering, and managing the portfolio of engagements in the country of the MCO location itself.

The EAPMCO Papua New Guinea was formed in early 2020 to support the implementation of design and construction of infrastructure, sustainable procurement, capacity development to support technical and governance excellence, programme management, and to facilitate access to funding sources in Papua New Guinea.  

As an established office since 2022, EAPMCO PNG is demonstrating significant growth and portfolio diversification potential in a short period of time.  Working with an increasing number of development partners, in 2023 EAPMCO PNG is quickly being recognised as a responsive and quality partner in climate change resilient infrastructure, sustainable procurement and governance support to the Government of PNG in its service delivery obligations to the people. 

Background on UNOPS Papua New Guinea:

  • The UNOPS Papua New Guinea office was formed in early 2020 under EAPMCO to support infrastructure design and construction, sustainable procurement, capacity development, program management, and facilitate funding sources in Papua New Guinea. UNOPS PNG has demonstrated significant growth and portfolio diversification potential. It is recognized as a responsive and quality partner in climate change resilient infrastructure, sustainable procurement, and governance support to the Government of PNG. UNOPS works in Papua New Guinea, partnering on projects for cleaner water, better healthcare (including COVID-19 support), and sustainable energy with solar and hydropower. There are several projects in the pipeline to be finalized throughout 2024. These projects encompass health infrastructure and sustainable procurement, climate change resilient infrastructure, and community development infrastructure.

Functional Responsibilities

Purpose and Scope of the assignment 

  • Under the supervision of the Senior Project Manager (EU – ICT and Solar Project), the ICT Senior Officer will provide technical support for the supply, installation and operation of functionally enhanced Financial Management Information Systems (FMIS)/Enterprise Resource Planning (ERP) systems for the Autonomous Bougainville Government (AGB). 

In particular, the selected candidate will be responsible for the following:

  • Technical input for the supply and installation of ICT equipment
  • Technical Support to FMIS / ERP end users 
  • Training and capacity development
  • Analysis, monitoring and reporting
  • Other ICT related duties 

Technical input for the supply and installation ICT equipment under the project:

  • Prepare technical specifications for the procurement, delivery and implementation of information systems and ICT infrastructures (hardware and software) for the projects; 
  • Transform requirements, designs, plans, and specifications into TORs including needed services, hardware, software, and other goods and materials;
  • Support the procurement processes related to ICT activities and outputs including preparation of evaluation parameters, support for prebid meetings and conduct technical evaluations. 
  • Inspection and verification of equipment supplied under the project
  • Oversight and supervision of the setup, installation and configuration of equipment and devices for the FMIS / ERP systems for the 21 government offices under the project.
  • Ensuring the integration and functionality of enhanced FMIS/ERP systems.

Technical Support to FMIS / ERP end-users 

  • Identify, analyse and resolve /troubleshoot system issues, ensuring a responsive and service minded approach.
  • Provide solutions to inquiries about system functionalities and issues from end users of FMIS/ERP
  • Act as a liaison between end users and suppliers of FMIS / ERP for higher level troubleshooting and support. 
  • Maintain a log of requests serviced, solutions provided and outstanding issues.
  • Advise the stakeholders on potential risks, issues, and impact related to the projects’ ICT domain
  • Monitoring and evaluating the performance of installed systems and recommend adjustments, upgrades or updates that may be necessary. 

Training and capacity development

  • Identify training needs and facilitate and/or conduct training sessions and refreshers for end users in the 21 government offices as required. 
  • Produce and update training materials to ensure users are adequately trained on FMIS / ERP systems

Analysis, monitoring and reporting

  • Carry out regular systems checks and analysis of performance against criteria (scope, cost, schedule and quality).
  • Prepare regular progress reports, detailing activities, project achievements and deliverables.
  • Regularly update milestones and targets for the duration of projects life span
  • Provide regular feedback to stakeholders to ensure success of project implementation; provide inputs for the development of the project communication to the project stakeholders 
  • Collect data for the Monitoring and Evaluation Framework and provide inputs to M&E reports

Other ICT related duties

  • Perform other duties as may be reasonably required and in line with the incumbent’s scope of services above.

Education/Experience/Language requirements

Education: 

  • A Master’s degree in information sciences, computer sciences, or a related field is required.
  • A Bachelor’s degree with two additional years of relevant experience may be considered in lieu of the master’s degree.

Experience: 

  • A minimum of two (2) years’ professional experience (or more depending on academic credentials) in the field of IT;
  • Experience in systems support functions with ERP systems is required
  • Experience providing end-user support for ERP is highly desired
  • Experience in user training as well as developing user training materials is required

Language Requirements:

  • Fluency in written and spoken English is required.
