IFRC : Disaster Risk manual revision consultant – Geneva

JOB DESCRIPTION

Organizational Context

 

In 2014, the IFRC MENA Regional Office (RO) developed and published a comprehensive Disaster Management (DM) manual at two levels, in collaboration with the MENA National Societies (NSs). This manual, fully developed in Arabic, was the result of two years of extensive work and collaboration between different teams from IFRC and NSs. It was well received by NSs across the region, including Arabic-speaking NSs in Africa.

Recently, the IFRC MENA RO received an official request from MENA NSs to assess the relevancy of the first version of the manual. This request emphasizes the need for a thorough review of the existing content and the inclusion of new content based on feedback from the NSs.

 

Job Purpose

 

To conduct a revision of the Disaster Risk Management (DRM) manuals basic and advanced levels, ensuring they are up-to-date, comprehensive, and practical for use by National Societies in the MENA region.

The manual supports the effective disaster preparedness and response of the National Societies and non- movement partners and it aligns with the latest IFRC policies and strategies.

 

Job Duties and Responsibilities

 

Alignment to the IFRC’s objectives and strategy

The International Federation of Red Cross and Red Crescent Societies (IFRC) aims to enhance the disaster preparedness and response capacity of National Societies through comprehensive Disaster Risk Management (DRM) manuals including the harmonization with the National Response team common standard . These manuals now require revision and development to ensure they reflect current best practices and knowledge in DRM.

Project objectives

  • Review Existing DRM Manuals:
  • Conduct a thorough review of the current DRM manuals (basic and advanced levels).
  • Identify gaps, outdated information, and areas for improvement.
  • Harmonize the language in both manual following the National Response Team common standard terminology as possible.
  • Develop Revised DRM Manuals:
  • Update integrate the comments into the content to reflect current best practices and standards in disaster risk management.
  • Ensure the inclusion of relevant case studies, practical examples, and templates.
  • Integrate feedback from National Societies and other stakeholders.
  • Language and Accessibility:
  • Proof reading of the two manuals in Arabic. (Arabic and advance level)
    • Ensure the manuals are available in Arabic.
  • Maintain a clear, concise, and accessible writing style suitable for a diverse audience.
  • Revise the pedogeological aspects of (basic and advance level) manual.

 

Job Duties and Responsibilities (continued)

 

Desired outcomes / Deliverables

  • Two Revised DRM manuals (basic and advanced levels) in Arabic.
    • Integrate comments and alignment of all the of the Manual advance and basic level.
    • Develop and write the missing session in to the DM Manual.
    • Ensure the common language throughout both languages.
  • Summary report outlining the changes made, rationale, and any additional recommendations for future updates.
  • A presentation to IFRC in English and Arabic of the manuals including a summary of the key areas and changes made in both manuals.

Method of delivery and reasons for selecting that method

 

  • Progress reports every 15 days of work until the completion of the 40 days of contract.
  • Revision of the timeline proposed by the consultant
  • As this consultancy is based on number of days its better to have a midterm review of progress.

Support to be provided to the consultant

 

  • Disaster Risk management Manual (basic and advance level)
  • Collection of comments and recommendations from NS and IFRC technical units.
  • Technical calls with the DRM team
  • National Disaster Response team global curricula
  • National Disaster Response mechanism

Schedule for payment of fees

  • Two Payment with the submission of the report and the revised manual

Time Allocation, for budget purposes

The time duration for consultant will be 30 days max during a period of 2 months between Mid December 2024 and End January 2025.

 

Education

 

Masters’ or higher degree in disaster management, Information management or related subject. Preferred

 

Experience

 

  • Minimum of 10 years in the humanitarian sector with significant experience in disaster risk management. Required
  • Strong experience in carrying out research. Required
  • Experience with NS Preparedness for Effective Response approach or institutional preparedness of local actors. Required
  • Proven track record in developing and revising training manuals or similar resources. Required
  • Experience conducting research using primary data (key informant interviews) and secondary data (desk review) Pedagogic methodology. Required
  • Experience in disaster management or related field. Required

Notes

• The consultant will be contracted by the IFRC and the standard contractual terms will apply.

• Agreed travel expenses will be reimbursed at cost in accordance with in the IFRC’s relevant regulations.

Timeframe and Location:

The Disaster Risk Manual revision basic and advance level is expected to be finalized by December 2024.

The successful consultant/company is required to be based in any Countries of the MENA Region with ability to travel to Damascus, Amman, Dubai.

  • Expression of Interest: 1-3 page technical and one-page financial proposals as per below guidelines.

Interviews may form part of the selection process, if necessary, after analysis of the technical and financial proposals.

 

Technical Proposal

  • Provide understanding of tasks as indicated in the TOR.
  • Share the documentation of previous work done as relates in recent 5 years.
  • Tentative workplan with working days for main activities and dates for milestones.

Financial Proposal

The financial proposal should include all costs necessary for the consultant (including direct fees and reimbursable costs for expenses incurred) to effectively complete the tasks as per the TOR. Financial proposal shall form part of the contract agreement signed by both the IFRC and the Consultant.
