Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in development cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Development cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. Extensions of development cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.
*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade.
The position is located at ILO Decent Work Team for North Africa and ILO Country Office for Egypt and Eritrea (DWT/CO-Cairo). The ILO strives to achieve decent work for all. It promotes social justice and internationally recognized human and labour rights. It is the United Nations organization where governments, employers and workers have, through a tripartite structure, equal voice in improving conditions and life at work. ILO Cairo leads the promotion of decent work for all through a double mandate, as the ILO Decent Work Team for North Africa and as the Country Office for Egypt and Eritrea.
To this end, the DWT-CO Cairo provides technical assistance to ILO tripartite constituents through advice and the implementation of technical cooperation programmes in the areas of international labour standards, employment, social protection and social dialogue among others.
As a team member, the M&E officer is responsible to compile information and disseminate knowledge about M&E among all projects in the Cairo office and ensures that projects are adopting and adhering to the ILO M&E practices.
The incumbent will ensure ILO M&E toolkit is developed and always updated and are being adequately and promptly utilized by Project Teams. This will include but not limited to all practices of data management, projects monitoring and documentation, evaluations and learning practices. The M&E officer will be a point of reference for all M&E activities.
Reporting lines
The M&E officer will report to the Senior Programme Officer in the Cairo office, under the overall guidance of the DWT/CO-Cairo Director. Internal contacts are with staff and project managers in the field office, and M&E staff in the regional office to maintain effective working relationships, exchange information and obtain assistance on monitoring, evaluation and learning matters for the improvement of services.
First level University degree (Bachelor’s or equivalent) in a field relevant to the job
Minimum of two years of professional work experience in programme and/or project planning, monitoring, implementation and evaluation activities.
Excellent command of English and Arabic, written and spoken.
