Contract Information

Fixed-term for two years (first year is probationary) with the possibility of further extension, subject to satisfactory performance

Salary Information

US$ 117,280 net per annum, plus post adjustment (currentlyUS$ 94,645). Salary is free of income tax in the United Kingdom

Purpose

Under the overall supervision of the Secretary-General, the incumbent will provide strategic leadership and effective management of IMO’s Marine Environment Division. The incumbent will also serve as Secretary of the Marine Environment Protection Committee and facilitate the conduct of associated subsidiary bodies, as well as provide the necessary support to other IMO bodies

Duties and Responsibilities

Under the direct supervision and guidance of the Secretary-General, the incumbent will:Direct, supervise and coordinate the work of the Marine Environment Division.Advise the Secretary-General and analyze and assess policy issues related to the protection of the marine environment and ocean policy.Act as Secretary of the Marine Environment Protection Committee.As a member of the Senior Management Team, provide key contributions to implementing IMO’s strategic goals.Serve, and/or provide advice to, the Assembly, the Council and other committees and subcommittees on matters relating to marine environment protection and ocean policy.Provide strategic guidance to the Secretary-General and other Directors on changes and developments in the fields of marine environment protection and ocean policy and related needs of the Organization.Lead, manage and motivate staff and facilitate teamwork, staff development and excellent performance within the Marine Environment Division, in line with established policies.Prepare the programmes and supporting elements for the divisional budget; assign and monitor divisional performance targets; report on budget/programme performance and productivity; and provide input for the results-based budget of the Organization, consistent with the Organization’s budgetary cycles and administrative requirements.Ensure that the Marine Environment Division fulfils its mandate and the standards for its output are maintained at high-quality level.Lead the introduction of any innovative and change management programmes to enhance the work of the Marine Environment Division.Provide advice, liaise and coordinate on marine environment protection and ocean policy matters with other Divisions and outside the Organization, as required.Represent the Organization at the Arctic Council and other international fora in the field of marine environment protection and ocean policy.Provide presentations at conferences, seminars, symposia and other meetings, and lecture at WMU and IMLI, as required.Monitor, review and approve the technical content of IMO publications based on the work of the Marine Environment Division.Oversee the recruitment of staff for the Marine Environment Division in line with the principles of gender parity and geographical representation; as well as the selection of service providers, consultants and/or other relevant contractual assignments for the Division.Assume responsibility, from time to time, for specific areas of work, as required, and carry out any other duties and responsibilities, as assigned by the Secretary-General

Required Competencies

Ability to formulate and implement strategic vision to deliver services and focus on the impact on the Organization.Proven analytical and organizational skills with the ability to focus on outcomes and thorough implementation of activities.Strong leadership and decision-making skills and experience in managing a diverse team of staff and multiple budgets.Ability to negotiate and influence effectively to build consensus and achieve objectives.Proficient diplomatic skills, including ability to establish and maintain strategic networks and partnerships with Member States, UN agencies and other international partners.Proficient oral, written and presentation skills. The ability to clearly articulate complex issues and positions to a variety of audiences

Experience

Minimum of 15 years of progressively responsible professional experience, including 10 years in a senior management position in an international organization or government service is essential. Experience in organizing and managing technical committees is essential. Experience in budgetary planning and staff management is essential

Education

Advanced university degree required, preferably in marine engineering, naval architecture, environmental science with a marine focus, environmental marine policy, maritime administration or equivalent maritime subjects is essential

Language Skills

Advanced level of proficiency in English, both written and oral, is essential. Proficiency in another official language(s) of the UN would be an asset

Others

Proven experience in long-term planning for an area of work is essential. Experience in cost-effective utilization of human and financial resources is essential. Proven expertise in providing authoritative advice to chief executives and large teams is essential. Ability to clearly and articulately present concepts and strategies on a broad range of issues is essential. Experience in management of large and diverse multicultural teams and international activities is essential. Computer literacy in MS Office and ERP systems would be an asset
