Salary Information

US$ 64,121 net per annum, plus post adjustment (currentlyUS$ 51,425)

Purpose

This position is located within the Regional Marine Pollution Emergency Response Centre for the Mediterranean Sea (REMPEC), based in Malta. Under the supervision of the Head of Office of REMPEC, and in close collaboration with other Programme Officers, the incumbent will perform a variety of technical, programme support and policy functions related to the protection of the Mediterranean Sea against pollution from ships and from offshore exploration activities. The overall objective is to provide programme implementation support for the practical implementation of the Mediterranean Regional Prevention and Emergency Protocol and the Offshore Protocol This vacancy is open to all qualified candidates. Duties and Responsibilities

MAIN DUTIES AND RESPONSIBILITIESUnder the overall supervision of the Head of Office of REMPEC, and in close collaboration with REMPEC’s Programme Officers, the incumbent will serve as the institutional focal point for all policy and operational matters related to the Centre’s activities, responsible for the delivery of a range of duties as follows:GENERAL1. Assist the Head of REMPEC on policy issues related to regional activities in the field of marine environment protection and, in particular, those related to prevention, preparedness for and response to marine pollution and pollution resulting from offshore exploration activities;2. Participate in the planning and organization of meetings at regional and sub-regional level, and carry out related Secretariat duties;3. Support the development and coordinate the implementation of work plans and programmes under the Mediterranean Action Plan (MAP) integrated programme of work;4. Assist the Head of REMPEC and, when necessary, participate in the governance process (including reporting) of the Centre and of UNEP/MAP;5. Represent REMPEC at meetings of national, intergovernmental and non-governmental international organizations and at conferences, seminars, meetings and similar events organized by such external organizations, and deliver lectures, presentations and technical papers as required;6. Establish, develop and maintain external relations with the representatives of the competent national authorities of the Contracting Parties to the Barcelona Convention, maritime administrations, non-governmental organizations, oil, gas, chemical and shipping industries, ports, professional organizations and other partners relevant to marine environment;7. Coordinate, organize and carry out missions to the Contracting Parties to the Barcelona Convention and other Parties as assigned by REMPEC, IMO and/or UNEP, and represent the Centre in consultations with the competent national authorities of the Contracting Parties to the Barcelona Convention and with institutions and organizations cooperating with REMPEC;8. Plan, coordinate and implement capacity building activities and projects, organize missions and consultancies, seminars and training courses;9. Provide routine technical advice to Mediterranean coastal States and stakeholders and contribute to the communication strategy on topics covered by REMPEC;10. Provide Secretariat support to meetings organized by REMPEC, and those organized under the Barcelona Convention, including the preparation of briefs, documents, and reports;11. Keep abreast of relevant technical advances, best practices, research and development initiatives, and key policy developments in the field of pollution prevention, preparedness and response;PROJECT MANAGEMENT12. Participate in the Centre’s resource mobilization efforts;13. Prepare, organize, implement and supervise technical cooperation activities and projects related to the REMPEC’s activities and financed by UNEP, IMO’s Integrated Technical Cooperation Programme and/or other sources of funding;14. Coordinate, follow-up and supervise expected deliverables in a timely manner, and ensure the preparation of technical and financial reports in the framework of the Centre’s activities and projects;15. Lecture and deliver presentations in training courses, seminars and workshops organised by REMPEC, IMO and/or UNEP and prepare relevant technical papers and teaching aids;16.Conduct project progress reviews and provide inputs for technical reports and publications prepared by in the framework of the Centre’s activities and projects;INFORMATION17. Gather information on accidental pollution and on response capacities and pollution prevention mechanisms in the Mediterranean region;18. Maintain, operate and update the Centre’s databases;19. Contribute to the development, design, maintenance and updating of the Centre’s platforms;20. Draft, prepare, edit, supervise and coordinate the drafting and preparation of documents, reports, studies, technical guidelines, communications and such other documents as may be required in connection with the work of REMPEC, including those forming part of, or which are relevant to, the Regional Information System (RIS);21. Respond to queries and requests for information by the Contracting Parties to the Barcelona Convention, organizations, relevant industries stakeholders and other REMPEC partners, on the protection of the marine environment, including those concerning IMO conventions, codes and recommendations;OTHER DUTIES22. Undertake such other duties (including administrative duties) connected with the work of REMPEC as may be assigned from time to time;23. Act as officer-on-duty and officer-in-charge when so assigned

Required Competencies

a) Excellent organizational and time management skills and a high degree of initiative and flexibility, together with the ability to work effectively under pressure, in an independent manner and to manage conflicting priorities whilst handling high volumes of work. b) Ability to engage with Member Governments and other stakeholders, to effectively negotiate and influence to build consensus and achieve objectives. c) Ability to build and maintain effective working relationships in a cross-cultural context, with internal and external stakeholders, at all levels. d) Excellent ability to draft meeting documents, reports, technical texts and presentations. e) Knowledgeable on topics covered by the Bilateral Cooperation Agreement and the Offshore Protocolf) Ability to clearly and articulately write up and present concepts and strategies on a broad range of maritime issues

Experience

A minimum of six years of relevant progressive professional experience in working for a maritime administration, international or regional organisation or industry body dealing with technical maritime affairs, including direct experience dealing with marine pollution prevention, preparedness and response matters is essential. Experience leading technical meetings, implementing capacity building activities and coordinating expert and advisory meetings and missions is essential. Experience in policy development and implementation. Project management would be an asset

Education

University degree in maritime administration or management, maritime affairs, environmental law, marine science, engineering, environmental management, offshore engineering or a closely related field is essential

Language Skills

Proficiency in English (oral and written) is essential. Knowledge of French would be an asset. Knowledge of other U.N. official languages or language(s) used in the Mediterranean region would be an asset

Others

Proficiency in MS Office applications including Microsoft Teams and SharePoint is essential. Financial and budget management experience is essential. Knowledge of and experience with regulatory bodies and programmes or overseeing shipping and/or offshore oil and gas activities and related policy areas would be an asset
