Context:

Under the overall supervision of the Director, Supply Chain Division, and direct supervision of the Implementing Partnerships Management Specialist, and in close coordination with the Office of Legal Affairs, the staff will be responsible for providing technical support, legal advice, and recommendations to country offices particularly involving Implementing Partnership Contracting issues.

Core Functions / Responsibilities:

  1. Provide oversight on the implementing partners (IPs) contracting process and ensure quality assurance processes are in place.
  2. Oversee and report on the use of Oracle Contracts Module as it relates to IPs.
  3. Develop new contract templates when requested by country offices tailored to their programmatic needs in close coordination with LEGCR and other relevant units/departments.
  4. Close coordination of legal advice and other matters with the supervisor and other relevant units/departments which include but are not limited to; LEGCR, FAD, ESU, ICT, and DHRM.
  5. Preparing legal advice on interpretations of queries regarding project implementation disputes, donor requirements and on available/possible legal recourse.
  6. Monitor internal country offices’ IP contracting processes in place to ensure that corporate timelines are adhered to, especially in humanitarian responses.
  7. Assess the appropriate implementation of the policy and guidelines on IP contracting, identify related compliance issues and take appropriate remedial action.
  8. In coordination with the IP Management Specialist (HQ), develop and prepare training materials on IP contracting and related matters aimed at building capacity of IOM country offices.
  9. Constantly analyze current procedures based on international best practices, donor requirements, internal and external audit results and advise on improvements in consultation with the supervisor and other relevant units/departments.
  10. Prepare reports for SCD as may be required.
  11. Perform such other related duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Law from an accredited academic institution with five years of relevant professional experience; or
  • University degree in Law with seven years of relevant professional experience.

Experience

• A minimum of five years (seven years for bachelor’s degree holders) of relevant professional experience in contract law, contract drafting, negotiating, and reviewing in an international organization or private sector entity, or law firm.

Skills

  • Excellent writing and research skills; and,
  • Demonstrated knowledge of public international administrative law.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Internationally recruited professional staff are required to be mobile.

Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and background verification and security clearances. Subject to certain exemptions, vaccination against COVID-19 will in principle be required for individuals hired on or after 15 November 2021. This will be verified as part of the medical clearance process.
