Individual Consultancy: Technical Assistance to the Implementation of the SPO reform

The Sistema de Administração Financeira do Estado (SISTAFE), is Mozambique’s integrated financial administration system. Within the SISTAFE framework, the National Directorate for Planning and Budgeting (DNPO) of Ministry of Economy and Finance (MEF), supported by the Centre for Development of Financial Information Systems (CEDSIF), is responsible for the development of the Sub-system for Planning and Budgeting (SPO), one of the six sub-systems constituting the SISTAFE. The SISTAFE was recently revised through the Law 14/2014 of 23 December 2020. The implementation of the new law and of its regulations requires a significant reform of the SPO. In 2022, UNICEF contracted a consultancy firm to assess the state of implementation of this reform, with a focus on the current state of the planning and budgeting process centered on the preparation of Planning, Budgeting, Monitoring and Evaluation instruments,  as well as on the quality and adequateness of the financial management system (e-SISTAFE Planning and Budgeting module – MPO).

The report found that the absence of a long-term approach and of a medium- and short-term strategy for the implementation of the SPO significantly hampered the capacity of DNPO to drive the reform’s change management process, while ensuring the continuity of the yearly planning and budgeting process. This was connected to the constrained availability of human resources and technical capabilities available to drive the reform process within DNPO.

Scope of Work:
To respond to the identified challenges, the report recommended the provision of technical assistance to DNPO
tasked with:
  • Leading the process for the design of a long-term vision for the SPO Reform
  •  Elaborating a costed Rolling SPO Reform Implementation Strategy for the short- to medium-term
  • Preparing a capacity building plan for the implementation of the Strategy
  •  Supporting the implementation of the Strategy and of the capacity building plan
  • Ensuring coordination with the relevant counterparts within and outside the MEF
  • Supporting the work of the Deputy Director for Planning along the budget cycle

The consultant will be based in DNPO.

Payments and deliverables

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Payment will be agreed  as lumpsum paid upon completion of deliverables.

The following deliverable are envisaged:

  • Long-term vision for the SPO Reform
  • Costed Rolling SPO Reform Implementation Strategy for the short- to medium-term
  • Capacity building plan for the implementation of the Strategy
  • Capacity building reports
  • Coordination reports.

To qualify as an advocate for every child you will have… 

  • An advanced university degree (Master’s or higher) in Economics, Management or Public Administration
  •   Other required knowledge, skills and abilities:
    • i) communication skills,
    • ii) ability to liaise with different sectors, and be result oriented
    • iii) having worked in different developing countries is an advantage;
  • Minimum 10 years of proven relevant experience in Public Finance Management
  • Fluency in English and Portuguese is required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
