Terms of Reference
Purpose of project: The consultant will contribute to UNHCR’s support to the Ministry of Justice and Public Security (MJSP) on the development of the National Policy on Migration, Asylum and Statelessness (PNMRA), on the implementation of the 2nd National Conference on Migration, Asylum and Statelessness (COMIGRAR), as well as related activities aimed at strengthening public policy and governance initiatives that benefit refugees and other persons in need of international protection in Brazil.
General Background of Project or Assignment, Operational Context: On 23 January 2023, the MJSP signed Ordinance 290 of 2023, establishing the creation of a working group to develop the National Policy on Migration, Asylum and Statelessness (PNMRA) as defined in the 2017 Migration Law, article 120, and asked IOM and UNHCR to assist in the development of the policy and the activities of the working group. As the working group phase and the analysis of all the material received as subsidy to the development of the policy ended, the MJSP has requested IOM and UNHCR to continue to provide support in its follow-up and related activities, notably the 2nd National Conference on Migration, Asylum and Statelessness (COMIGRAR), until the end of 2024.
Purpose and Scope of Assignment:
The consultant will support the Ministry of Justice and Public Security on activities of the development of the PNMRA, the implementation of 2nd COMIGRAR, as well as related activities aimed at strengthening public policy and governance initiatives that benefit refugees and other persons in need of international protection in Brazil. In particular, he/she will have the following responsibilities:
a) Provide technical support to the PNMRA process;
b) Support the organization of the 2nd COMIGRAR and its implementation;
c) Draft meeting notes, concept notes and reports, and other supporting documents as requested by the MJSP;
d) Support the MJSP in the construction of protocols (such as for the operation in emergency responses, in inter-federative and civil society coordination);
e) Support in the organization of public consultations, meetings, workshops, side events, webinars and on-line/on-site seminars, among other events;
f) Support the drafting of regulations and other legal instruments, as requested by the MJSP;
g) Carry on work-related travels as needed;
h) Perform other duties as may be assigned.
The Consultant has dual reporting lines and is accountable to the Ministry of Justice through the Migration Department (DEMIG) for programme delivery and policy-related issues, and to UNHCR’s Protection Unit for administrative and financial issues.
Required qualifications, language(s) and work experience:
Education Degree: Yes
Required Specify: Academic BA
Field of expertise, competencies: Social Sciences, International Relations, Law, Public Policy or a related field from an accredited academic institution.

Required/mandatory requirements
• Minimum of two years of professional experience in activities related to migration, refugees, protection of migration, asylum, statelessness or other relevant programmes.
Desirable requirements:
• Experience in multilateral processes or in the Federal Government is an advantage.
• Previous working experience with an international organization or UN system would be an advantage.
• Experience as Individual Consultant for UN Agencies will be considered an asset.
• We encourage people with experience in drafting, implementing and monitoring public policies, and writing regulations to apply.

Monitoring and Progress Controls
The consultant will support the Ministry of Justice and Public Security on activities of the development of the PNMRA, the implementation of 2nd COMIGRAR, as well as related activities aimed at strengthening public policy and governance initiatives that benefit refugees and other persons in need of international protection in Brazil. Three reports will be submitted to UNHCR’s Protection Unit in Brasilia, which will approve the documents and authorize the respective payment.
Each report will summarize in a concise and objective manner:
a. Activities performed during the reporting period (monthly or bimonthly);
b. Meetings attended and decisions taken;
c. Engagement in external activities;
d. Documents and information materials drafted, revised or launched;
e. Any other relevant activity.
