BACKGROUND
Purpose of Activity/Assignment:
Since July 2023, Belarus Country Office operates under the Europe and Central Asia (ECA) Cluster to optimize its fundraising efforts, scale up activities and bring return on investment to UNICEF.
Belarus Country Office is operating in an upper-middle income country context. Mobilizing financial resources from the individual donors in support of the most vulnerable children is a key opportunity for the Country Office.
In 2022 the Belarus Country Office has established an infrastructure for digital fundraising. The Global Giving Platform and CRM system (Sale Force) are in place, and the fundraising team has been exponentially growing the experience in digital fundraising and pledge donors’ acquisition. The objective of the Country Office is to grow the Individual Giving income as the main source of sustainable predictable flexible income, mainly through digital fundraising.
The Fundraising Consultant’s critical role is to scale up the Belarus Country Office fundraising activities, as well as assisting with similar activities within the Cluster to ensure the implementation of all planned activities to reach the private sector partnerships targets. The Consultant will support the implementation of the Individual Giving plan to achieve efficient acquisition, cultivation and retention of individual donors and supporters and ensure the efficient use of all available tools, across countries.
The Fundraising Consultant will work closely with the Communication team in Belarus Country Office, as well as other countries under the Cluster, when required.
Scope of Work:
The consultancy will focus on digital fundraising and donors’ acquisition and retention, preparing all the necessary documents flow and ensuring that fundraising activities are delivered in the most cost-effective way in accordance with UNICEF rules and regulations.
Key Tasks:
- Executes, monitors, and evaluates digital fundraising activities in accordance with the Individual Giving plan to increase revenue and grow the number of cash and pledge donors.
- Collaborates effectively with digital agencies, country office Communication teams, ECA Regional Office team, Private Sector Fundraising (PFP) and Country Office Development and Support (CODAS), when necessary.
- Develops and maintains a database of individual donors in the CRM System (Sales Force). Monitors accuracy and consistency of the data and analysis.
- Expands capacity of the Country Office in efficient use of Sales Force functionality.
- Creates campaigns in the Global Giving Platform and constantly tracks trends and best practices.
- Implements innovations and digitalization processes that would allow to maximize fundraising capacity and speed up business processes.
- Contributes to developing acquisition, retention, and stewardship of pledge donors, based on data and donors’ feedback, focusing on motivation and preferences.
- Coordinates the administrative processes and tasks related to the support of the fundraising activities with suppliers and Country Offices.
- Provides detailed analyses, in-depth reports, and forecasts on Fundraising. Analyses received data and prepare reports.
- Monitors legislation and informs a supervisor on any changes or risks for fundraising operations and private sector engagement.
- Ensures the fundraising operations is ready for the Emergency fundraising immediate activation.

Travel (if required as per TOR):
Occasional travel may be required. Applicants are to provide estimated budgets for travels to project sites within Belarus during the contract period (places, number of visits *rate per one visit* number of days of each visit).
Qualifications
Education:
- Minimum bachelor’s degree in Communication, Journalism, Marketing, other related graduation in other relevant fields.
Work experience/Knowledge/Expertise/Skills required:
- A minimum of five years of relevant professional work experience in fundraising, marketing, sales, technical support, financial management;
- Good understanding of digital marketing and communication;
- Prior experience and hands on knowledge of managing fundraising projects;
- Working knowledge of any landing pages creation;
- Experience of managing CRM systems and implementing digital marketing tools;
- Strong analytical and organization skills;
- Solid understanding of fundraising mechanisms;
- Fluency in English;
- Experience of working in the UN system is an asset.

- Reflect the costs per each deliverable and the total lump-sum for the whole assignment period (in US$) to undertake the terms of reference.
- Include travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR. Consultants are responsible for arranging their own transportation arrangements. UNICEF can provide office vehicle for some duty travel missions with prior agreement as per monthly travel plan approved by the supervisor.
- Include any other costs: health insurance, payment of an incidental expenditure (such as bank charges, insurances, etc.) and living costs as applicable.
- Indicate your availability.
- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
