This position is located within the United Nations Integrated Office in Haiti (BINUH). The Information Analyst, Political Affairs will be based in Port-au-Prince, Haiti, and will report to Chief of the Information Analysis Unit, under the overall supervision of the Chief of Staff of BINUH. The working environment of BINUH has been increasingly fluid and demanding since the outset of the Mission and the senior Mission leadership today needs to acquire the capacity to have updated, comprehensive situational awareness and an understanding of shifting day-today dynamics on the ground to identify, prevent, mitigate and respond to threats and opportunities in mandate implementation. An Information Analysis Unit (IAU), located in the office of the Chief of Staff provides incisive understanding of issues, trends and threats and their implications for strategic and operational decisions impacting mandate implementation, crisis management and the security of UN personnel, assets, and premises.
Responsibilities
Within the limits of delegated authority, the Information Analyst, Political Affairs may be responsible for, but not limited to the following duties:
- Maintain understanding of developments/events relevant for the implementation of the Mission mandate through monitoring and collection of data/information from multiple sources, including UN Mission civilian/ police components, UN Country Team, national military/civilian authorities, civil society, international community, NGOs, media and other key stakeholders.
- Classify, manage, store and transfer information by using UN JMAC information management processes and systems.
- Organize, analyse and synthesise information for the identification of trends, production of forecasts and assessments.
- Produce accurate and timely IAU analytical products and briefings, in coordination with other Mission components and sources.
- Assist in the development and coordination of IAU tools, such as Information Requirements (IRs), in consultation with all relevant information collection components of the Mission.
- Contribute to effective working relationships within the IAU and other UN Mission components, the UNCT and relevant external actors and organizations.
- Maintain a system for classifying and storing confidential information, in consultation with information management/technology expertise.
- Perform other duties as required.
Education
- Advanced university degree (Master’s degree or equivalent) in political science, international relations, foreign affairs, law or related field. A first-level university degree in combination with qualifying experience and relevant academic/professional qualifications, such as accreditations from military or government command and staff colleges, may be accepted in lieu of the advanced university degree.
Work Experience
- A minimum of five (05) years of progressively responsible experience in the intelligence or information analysis, political science, international relations, journalism, development, security (military or police) or related field is required. Experience in research, information analysis and drafting of analytical products is required.
- Experience working in or in support of a field operation, of the United Nations Common System or a comparable international organization is desirable.
- Experience working in the geographical region of operations is desirable. Experience working in an integrated civilian military-police environment is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French (both oral and written) is required. Knowledge of Haitian Creole is desirable.
