The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation, and hygiene sectors. The Norwegian Refugee Council has approximately 9000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.

The Information Management Officer will act as the programme’s national data focal point for the PfV team within an area office. S/he will help coordinate data and information management between the programme and the Monitoring and Evaluation Team at Country Office. S/he will support the Project Coordinator with data collection, analysis storage, and reporting.
S/he will support the various data collection exercises undertaken by the programme on a daily basis.

Generic responsibilities:

1- Support the formulation of the M&E Matrix and plans to address indicator reporting requirements.
2- Provide technical guidance on the design of data capture processes.
3- Supervise data capture processes to ensure they are implemented according to plans and agreed standards.
4 Provide analysis of information and data to address indicator reporting requirements.
5- Maintain files, databases, and other archives documenting project progress.
6- Provide training and support to NRC staff on data capture, analysis, and use.
7- Maintain the portion of data capture, analysis, and warehousing platforms (e.g. KoBo and SharePoint) is well organised and accessible.
8- Ensure compliance with NRC data policies.
9- Liaise with other units on areas of common responsibility.

Specific responsibilities:

  1. Develop and administer the information management system for project implementation, including but not limited to needs assessment, identification of beneficiaries, selection and targeting, distribution and reconciliation of deliverables (RoDs).
  2. Administer Complaints Feedback Mechanism case management within Salesforce’s existing software systems to facilitate digital communications via phone, SMS, WhatsApp, and other relevant platforms as needed.
  3. Develop and maintain information management tools, formats, and metadata schemes for online information services to standardise content capture, storage, search, and retrieval.
  4. Run data sanity checks by comparing data collected with narrative reports and previous reporting periods to ensure the quality and precision of the reported data.
  5. Calculate and track direct beneficiary/total reach, indirect and unique beneficiaries per the proposal and Donor’s expectations.
  6. Prepare and coordinate the implementation of policies, standard operating procedures, and guidelines for electronic records and documents.
  7. Responsible for internal and external reporting including area office-level, country office-level, UN clusters and donor reporting regularly.
  8. Update and adjust the Monitoring and Evaluation tools as required.
  9. Maintain and improve the database developed for beneficiary tracking.

Qualifications

Generic professional competencies for this position:

  1. Minimum 2 years of experience in an international NGO, preferably in an emergency or post-conflict setting, in M&E, Data management or Information Management System (IMS).
  2. Bachelor’s Degree in computer science, Management information systems, social studies, and development studies.
  3. Thorough experience with developing databases and beneficiary-tracking tools.
  4. Demonstrated ability in electronic data collection, data cleaning, and analysing.
  5. Excellent knowledge of Microsoft Office, databases, and data analysis tools.
  6. Experience with qualitative and quantitative data collection, and analysis.
  7. Fluency in English, both written and verbal.

Context/specific skills, knowledge and experience:

  1. Knowledge of the context in Syria.
  2. Experience with remotely managed programming.
  3. Previous relevant experience in protection core competency is a plus.
  4. Experience in GIS mapping is an advantage.
  5. Strong organizational and interpersonal skills.
