Information Management Officer

Under the direct supervision of the WHE Health Information Officer and under the overall guidance and leadership of the Incident manager, the incumbent is accountable for the data and information management activities under the WHE in the country. S/he will interact with the local authorities, and counterparts in other UN partners, NGOs, and non-health actors to support strategic partnerships in respect of multi-dimensional information management processes.

 Duties:

  • Support the collection, analyses, production and dissemination of data/information. This includes supporting the response specific information (what, where, who, how many, how quickly, current status), internal and external situation reports (SitReps), epidemic bulletins, rapid needs assessments, health risk assessments, and the Public Health Situation Analysis; and health inputs into humanitarian needs overviews (HNO), and strategic response plans (SRP).
  • Aggregate and maintain inter-country information from WHO and partners including contact lists, performance monitoring, health indicator data, health situation data, health response data.
  • Participate in the basic geographic analysis for maps and other reports (such as dashboards, SitReps, etc).
  • Upon delegation provide information sharing between institutions, to strengthen access to information from other organizations and clusters, and to contribute to inter-sectoral dashboards and reports.
  • Participate in field epidemiological surveys if/where needed, such as mortality and vaccination coverage surveys.
  • Provide information management input into the planning and data/information management process; on data gathering and analysis, quality assurance, performance monitoring, information dissemination and management.
  • Support and initiate the development of relevant studies and will perform advanced analysis using statistics
  • Perform all other related duties as assigned.

Education

Essential:

  • First level (Bachelor) University degree in information or data management, computer sciences, statistics, applied math, public health, or a related field.

Experience:

Essential:

  • At least 2 years of related experience in information management, monitoring, and data analysis.

Skills:

  • Sound skills in the area of information management, data analysis, and statistics.
  • Demonstrated ability to design, manage and analyze complex information system projects, computer-based applications and databases, web-based tools.
  • High level of analytical skills.
  • Knowledge of programme management and functioning of WHO and the UN system is an asset.

Language Skills:

Essential:

  • Expert knowledge of English. Expert knowledge of Ukranian.
