Context:
The Global Crisis Response Platform (GCRP) and the Emergency Manual (EM) are core institutional, public-facing systems/platforms managed by the Department of Humanitarian Response and Recovery (DHRR). The GCRP supports resource mobilization for IOM’s comprehensive response to crises, spanning the humanitarian-development-peace nexus, while contributing towards enhanced transparency and coherence. The Emergency Manual serves as IOM’s operational guide for IOM field operations in humanitarian contexts, with most resources available to external stakeholders as well.
DHRR Information Management Unit is committed to supporting field missions with better data management relevant to beneficiary registration, assistance tracking, camp/site management, appeals, regular situation reports and impact assessments, understanding community dynamics and supply chain and warehouse management, along with core IM systems outside DHRR. This is being done through the development of a global corporate Integrated Information Management and beneficiary tracking syste (IIMS).
Under the overall supervision of the Senior Information Management (IM) & Digitalization Coordinator and the direct supervision of the Information Management Officer (IMO) (System Development) at Headquarters, the IMO (GCRP and EM Development) will contribute to the technical development and maintenance of these two core systems, notably the GCRP and the EM, in close coordination with the Business Analyst and Knowledge Management Support Officer respectively.
Core Functions / Responsibilities:
- Assist in managing phases of the software development and deployment lifecycle of GCRP and EM platforms from the business perspective, requirements gathering, analysis, design, development, testing, training, and rollout on an iterative and reflexive basis.
- In close coordination with the Senior IM Coordinator and IMO (System development), check that relevant programmatic considerations are included in the design of the features in the system. Discuss and brainstorm with programme stakeholders across DHRR and other IOM departments and divisions to gather inputs required to design system functions, processes, and data collection tools.
- Participate in determining platform requirements, including the planning of technical aspects of development and further enhancements that ensure requirements are consistent, complete, correct, and operationally defined.
- Work to ensure appropriate linkages and interoperability with related initiatives and strategies, notably the DHRR IIMS, PRIMA, Business Transformation (BT), and the Migration Data Hub.
- In close coordination with the Senior IM Coordinator and relevant stakeholders, act as a technical focal point and participate in the technical review of the translation platform providers and provide input to facilitate technical synergies between the systems.
- Identify further opportunities for system development and improvements that maximizes its potential. Identify, coordinate, and support fundraising efforts as needed and as appropriate.
- Ensure the implementation of IOM data protection standards, Corporate branding guidelines and good practices at all stages of systems development.
- Participate in the review, planning and conceptualization of detailed design of the system in close conjunction with the revised and updated System/ Solution Architect.
- Ensure the required performance of the developed databases and systems to prevent and minimize downtime or service interruptions, plan for systems (Software/Hardware) upgrades when necessary and ensure daily monitoring and adequate completion of databases and systems backups.
- Coordinate change requests and enhancement implementation as well as application releases for the website portfolio.
- Adhere to the version control system, build and release processes and coding standards.
- Participate in design and code walk-through for review and incorporate feedback into design and code artifacts.
- Perform unit and integration tests and resolve resulting issues/bugs.
- Communicate development status, issues and risk factors to project team members.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Computer Science, Engineering, Information Systems or other related fields from an accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
Experience
- Experience in Drupal core architecture and custom module implementation;
- Experience in working with relational databases such MySQL and MS SQL; and,
- Experience with deployment and maintenance of website/application using Azure DevOps, Azure Services and Acquia Hosting.
Skills
- Expertise in Content management system (CMS) mainly Drupal 8 and above and any other related platforms;
- Knowledge of front-end development frameworks like HTML 5, SASS, LESS, CSS, JavaScript, Bootstrap, jQuery, AngularJS, Node Js, is a plus;
- Implementation of secure API and any other required system interface as per the overall system design;
- Install SSL certificate on the deployment website;
- Implementation of responsive design and development;
- Solid understanding of the concepts of user experience, user interface design principles and conceptual design;
- Consuming a public API over HTTP protocol to exchange secure information; and,
- Knowledge of industry-standard design tools such as Adobe Photoshop, Illustrator and Dreamweaver.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
