Chad continues to face a combination of rapid-onset and protracted humanitarian crises that have been exacerbated by the impacts of the COVID-19 pandemic. The humanitarian needs overview reveals that 6.1 million people will need humanitarian assistance in 2022, a 17% increase compared to 2021. This persistent humanitarian situation is related to the growing insecurity in some parts of the country and in neighboring countries, natural disasters, growing food insecurity, high rates of malnutrition, economic crisis, and political instability in a context of climate challenges. Humanitarian access remains limited in the north provinces and in Lake Chad basin, particularly in the island areas and the border area between Nigeria, Niger, and Chad.

UNICEF in partnership with national and international development and humanitarian actors, supports the Chadian Government in developing programmes and policies to promote and respect children’s rights to survival, education and protection.

To this end, UNICEF Chad has 4 zonal offices (Abeche, Bol, Mongo and Moundou), 2 outpost (Farchana and Faya) and a central office that ensure regular implementation and monitoring of the cooperation program. Through its offices, UNICEF ensures proximity to populations in need and fosters accountability to these populations.

How can you make a difference?

KEY ACCOUNTABILITIES and DUTIES & TASKS 

  1. Implement an IM strategy and data collection and analysis plan at sub-national level that take into account the information needs of stakeholders and that are compliant with standards and protocols for ethical data and information management and that is aligned with the national level IM strategy and plan
  2. Conduct data processing including organizing, cleaning, triangulating, evaluating and validating the data.
  3. Ensure needs assessment and analysis.
  4. Support Strategic response planning
  5. Support Resource mobilization (Monitor and analyse the sub-national Cluster Working Group’s financial situation and support financial tracking and advocate with Cluster Working Group partners for financial reporting on the Financial Tracking Service (FTS),
  6. Participate in the annual cluster coordination performance monitoring (CCPM) exercise and annual review
  7. Ensure the sub-national Cluster Working Group monitoring plan, and 3/4/5Ws include programme delivery modalities (in-kind, cash, voucher and services),
  8. Implement an IM capacity assessment and capacity development plan for sub-national Cluster Working Group partners.
  9. As a member of the coordination team, contribute to the effective roll out and monitoring of the core cluster functions (as outlined by the IASC Reference Module) and to the Humanitarian Programme Cycle (HNO, HRP and CCPM),

To qualify as an advocate for every child you will have…

  • A university degree in one of the following fields is required: Information Management or Information Systems, GIS Information Technologies, Computer Science, Statistics, Social Sciences or another subject area relevant to Information Management or to the Cluster Working Group.

Formal training in Cluster Working Group Information Management or an advanced university degree are considered an added advantage.

  • A minimum A minimum of 2 years of professional experience in information management, data management, geographical information systems, assessments, situation analysis and/or PM&E with the UN and/or NGO is required.

Experience in demonstrating strong information management skills in a professional context is essential for this post. Experience in a humanitarian context is an asset. Experience working in the humanitarian coordination system is considered an asset.

Extensive work experience outside the humanitarian sector which is relevant to this post may be considered in lieu of humanitarian experience. Such experience should elicit demonstrated ability to adapt to change, working under pressure & unusual circumstances such as missing data/gaps

  • Fluency (verbal and written) in French is required. Good written and spoken skills in English and Knowledge of another official UN language (Arabic) or a local language are an asset.

N’Djamena is a Non-Family Duty Station (classified as D) with Rest & Recuperation every 8 weeks.

Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF.

UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
