Information Management Specialist

Overall purpose of the role

The role will work to a) ensure data protection policies are applied across all the CCCM intervention in oPt b) take lead in information management

The Information Management Specialist takes a direct part in the implementation with the local partners, responsible for collecting, assessing, analyzing, and sharing information with the relevant key stakeholders while maintaining minimum standard and DRC data protection policies. This includes effective site monitoring tools in collaboration with cluster, beneficiary registration, and working closely with the community.

Duties and Responsibilities

Coordination and Information Management:

  • Take lead in “site to site” monitoring and “Flow monitoring” when needed collaborating with the DRC local partners and CCCM Cluster on monitoring of population size, movements (new arrivals and departures).
  • In coordination with DRC partners, ensure the recording of meeting minutes of all the meetings takes place at site/area and cluster.
  • Maintain per site a contact master list of stakeholders working in the site.
  • In coordination with DRC local partners, ensure timely submissions of Cluster tools related to Information management.
  • Ensure site level referral pathways for protection and non-protection issues.
  • Take lead in the analysis of consortium led multisectoral needs assessments.
  • Maintain monthly 4W for each site in coordination with DRC’s local partners.
  • Ensure ZITE manager is applied in all the sites in terms of submissions to CCCM Cluster and regularly updating as per the site conditions changes on regular basis.
  • Attend weekly CCCM cluster meetings and keep close coordination with Cluster Information management focal point and ensure new tools and initiatives led by cluster are being applied by all the DRC local partners.
  • Maintain and regularly update DRC’s information systems, including databases and dashboards, to ensure data accuracy, accessibility, and security.
  • Work closely with program teams, MEAL, and IT departments to ensure data needs are met and systems are integrated into broader program strategies.
  • Coordinate with external partners, including UN agencies, NGOs, and government bodies, to ensure data sharing and reporting are aligned with sector standards and requirements.
  • Create Site Profiles and monthly information products using geographic information system when applicable to enhance visibility of DRC CCCM programming.
  • Regularly collect information on all the sectorial interventions in the displacement site, including on agreed indicators (e.g. on the provision of drinkable water, number of functioning latrines, number of SAM/MAM children etc.) to facilitate coordination
  • Train DRC and DRC partners’ staffs on emergency needs assessment. Take lead in collecting, compiling, and sharing damage assessments with relevant stakeholders.
  • Take lead in Master beneficiary list exercise using KOBO forms and liaise with Regional IT team for accessing server
  • Take lead in understanding beneficiary IDs and raise concerns and suggest solutions to Camp Management manager.
  • Maintain monthly Community committee mapping and update on monthly basis.
  • Maintain close coordination and communication with Protection actors ensuring different gender, PWD and vulnerable or minority groups are represented and participate to the established representation structures
  • Support DRC local partners in designing IEC materials in coordination with DRC Protection, Mine action, and consortium partners.
  • Keep track of the MoVs (Means of verifications) of all the project indicators and regularly upload in the DRC SharePoint.
  • In collaboration with the community, ensure conducting awareness-raising activities regarding services and risk mitigation e.g. protection and WASH messaging
  • In coordination with DRC specialists, ensure recording, analyzing and sharing key information of Complaints feedback mechanism.

Monitoring, Evaluation, Accountability, and Learning (MEAL) Support:

  • Collaborate with the MEAL team to ensure that information management activities support the wider monitoring, evaluation, accountability, and learning objectives.
  • Assist in documenting lessons learned, best practices, and case studies from program data, ensuring these insights inform future program design and implementation
  • Support MEAL team in PDM and on-site monitoring
  • Keep track of the distribution lists for all the sites.
  • Collaborate with MEAL and DRC Coordinator in developing Complaints feedback mechanism.

Data Quality and Protection:

  • Ensure data protection and confidentiality are maintained in line with DRC’s data protection policies.
  • Develop and implement data quality assurance processes to ensure the accuracy, reliability, and timeliness of data collected across programs.
  • Regularly review and audit data collection processes to identify and address potential issues in data quality and security.

Capacity building:

  • Together with the DRC CCCM team and Protection coordinator, identify gaps in capacities and opportunities for the roll-out of targeted capacity building activities in information management for the local partner staffs.
  • Conduct learning needs assessment and training for local partner staffs
  • In coordination with Camp Management specialists, make realistic coaching and mentoring plans for DRC local partner staffs.
  • Ensure timely submission of the training reports with pre-post test.

Experience and technical competencies:

  • Minimum of three years’ work experience in data management, with 1 year experience in the humanitarian or development sector
  • Microsoft certifications in Access and related programs (Added advantage)
  • Ability/willingness to frequently move to different field locations
  • High level of proficiency in MS Office as well as information product software
  • Strong capacity for critical thinking and analysis
  • Experience using Geographic Information system
  • Excellent ability to understand the needs of displaced persons
  • Basic conceptual understanding of gender, protection, and human rights
  • Good representation, negotiation, interpersonal, and communication skills
  • Strong team spirit and ability to work comfortably in multi-cultural contexts
  • Ability to come up with innovative solutions in an extremely challenging working environment
  • Experience in training others (Added advantage)

Education:

  • University Degree in areas relevant to Information technology, computer science, Information management or related field

We offer

Contract length: 12 months, pending funding approval of the ECHO HIP grant

Position Band: This position will be placed at Non-Management band (G2)

Start date: April 2025

Duty station: Gaza

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Nationals or Expatriates.
