- This position is located in the Software Products for Member States Unit (SPMS), in the Information Technology Service (ITS) – Digital Transformation and Solutions (DTS), within the Division for Management (DM) of the United Nations Office at Vienna (UNOV)/United Nations Office on Drugs and Crime (UNODC), in Vienna. The incumbent will work under the direct supervision of the Team Leader (Information Systems) leading the Law Enforcement Solutions (LES) team and the overall guidance of the Chief, Software Products for Member States (SPMS).
Responsibilities
The incumbent will participate in the development, implementation and support of sustainable and affordable IT solutions to be deployed in key government institutions in Member States. Within assigned authority, the incumbent will perform the following specific duties:
- Full-stack development, testing, and debugging of web and desktop applications using Microsoft .NET technologies (such as .NET 6+, C#, ASP.NET, Web API, WinForms, and Entity Framework), client-side web technologies (such as HTML5, CSS3, XML, Angular 12+, JavaScript/TypeScript, Bootstrap), as well as SQL Server T-SQL and PostgreSQL PL/pgSQL.
- Manage and maintain software development, deployment, and maintenance processes utilizing TFS/Git, IIS, and Visual Studio, while implementing and optimizing CI/CD pipelines to ensure efficient and streamlined workflows.
- Prepare detailed technical and user documentation for deployed computer application systems and conduct technical presentations.
- Maintain functional specifications for computer application systems, programmes and procedures developed and/or modified.
- Participate in analysing requirements and propose technically feasible solutions.
- As member of the Law Enforcement Solutions team, support Member states during product installations and upgrades, following the team’s guidelines and standards, as needed.
- Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
- Assist with visualizations and updating information material such as web pages or brochures.
- Perform any other work-related duties as required.
- Participate in the deployment of Applications to Member States.
Education
- High school diploma or equivalent is required. Certification in C#.NET technologies is desirable.
Job – Specific Qualification
- Certification in C#.NET technologies is desirable.
Work Experience
- A minimum of 7 years of relevant technical experience in systems analysis, architecture and full-stack development is required. The minimum number of years of relevant experience is reduced to five for candidates who possess a first-level university degree or higher.
- Experience in developing and maintaining medium to large scale systems using the following is required: .NET 6+ and C#, WinForms, ASP.NET and Entity Framework, Client-side web technologies (including HTML5, CSS3, XML, Angular 12+, JavaScript/TypeScript, Bootstrap), client-server environments. Experience in test driven development is desirable.
- Experience in DevExpress/DevExtreme libraries and PostgreSQL is desirable. Experience in technical documentation writing for the full systems development cycle including end user documentation is desirable. SQL Server T-SQL, and the ability to design relational databases is required Experience with TFS/Git, IIS, and Visual Studio for software development deployment, and maintenance using CI/CD pipelines is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage
