The United Nations Joint Staff Pension Fund was established in 1949 by the United Nations General Assembly to provide retirement, death, disability, and related benefits for staff of the United Nations and other member organizations of the Fund. The Pension Fund pays benefits in 17 currencies to more than 80,000 beneficiaries who reside in 190 countries, and services more than 140,000 participants who work in the 24 member organizations of the Pension Fund. The Fund has offices in New York (United States) and Geneva (Switzerland) and two liaison offices in Nairobi (Kenya) and Bangkok (Thailand), respectively. The United Nations Joint Staff Pension Fund-Pension Administration (UNJSPF-PA) comprises about 250 staff from diverse countries and cultures, based across four prominent duty stations (New York, Geneva, Bangkok, and Nairobi). This position is in the Enterprise Operations Section (EOS) of the Information Management Systems Service (IMSS) within the Pension Administration of the United Nations Joint Staff Pension Fund (UNJSPF). EOS is responsible for the provision of Information and Communication Technology Services, such as website, Database, Platform Services, network maintenance, desktop management, and application support. The incumbent reports to the Head of the Infrastructure Team, within EOS.
Responsibilities
Within limits of delegated authority and depending on location, the Information Systems Officer may be responsible for the following duties: • Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems, in a Cloud Based Environment. • Develops detailed system and other functional specifications and user documentation for major systems, involving Cloud Based and networked Servers. • Provides specialized advice to users, analyzing users’ requirements and translating these into new applications; determines application systems integration and linkage issues. • Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc. • Develops and maintains computer programs that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues. • Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing. • Develops training materials, operating and user manuals; trains staff in assigned systems. • Develops disaster recovery plans and ensures appropriate planning and training of those responsible. • Researches, analyzes and evaluates new technologies and makes recommendations for their deployment. • Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc. • Facilitates communications between IMSS/EOS and its clients for good client relations. Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and IMSS/EOS, for either specific IT services or general technology support, including any charge back mechanisms. • Handles all aspects of contract administration including establishment of service level agreements with vendors and chargeback policy for users. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Provides guidance to, and may supervise, new/junior staff, consultants, etc.
Competencies
• PROFESSIONALISM: Knowledge of information technology/information management, particularly in systems analysis, database design and programming. Knowledge of several high level programming languages and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object-oriented design, relational systems, scripting and query languages, document design and management, hardware and software requirements, systems facilities and execution protocols. Strong analytical and problem-solving skills, to include proficiency in the development and implementation of systems of moderate size/complexity. Knowledge of interactive systems; good knowledge of organization’s information infrastructure and IT strategy as it relates to user area(s); independently maintains assigned systems and develops innovative approaches to resolve a wide range of issues/problems. Education
Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
ISO/IEC 20000 Foundation, ITIL certification or equivalent is required. PRINCE2 Practitioner certification or equivalent is desirable. AWS Associate Level Certification is desirable.
Work Experience
A minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of Servers, Server Operating Systems (Window, RHEL, Unix/Linux), Active-Directory, and VMWare is required. At least two years of experience in managing Server systems and Services in a cloud-based environment, such as Microsoft Azure and/or Amazon Web Services, is required. Experience managing IT Service Management Systems, like OTRS or ServiceNow is desirable. Experience in planning, design, implementation and maintenance of document scanning and signature recognition systems, like Kofax, is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
