Minimum Qualifications Open Competitive: A bachelor’s or higher-level degree including or supplemented by 15 semester credit hours in computer science. ORA bachelor’s or higher-level degree in any field and one year of experience in information technology; or 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology. Duties Description Under the direction of an Information Technology Specialist 4, SG-25, within the Chief Technology Office, Business Application Services, Shared Application Services, the incumbent will work with the team to develop and support the integration aspect of the SOA layer for multiple agencies system between NYBE portals and Agency BackOffice Workflow and Processing system, develop and support the integration between various external systems, well as transition to the long term support of the Department Of State Corporation Modernized System, NYBE enhancement releases, OCM production system that will include but not limited to the following OCM Licenses and Permit types. Specific duties include, but are not limited to, the following:• Work with development team to develop, enhance the application code and provide support of applications that were developed in .NET, Java/J2EE (Struts, Hibernate, Spring, JQuery) and Java Web services (SOAP and RESTFul), PHP programming languages which will heavily used the programming skills like SQL for query data, and extract the data from the relational database (SQL Server Oracle DB)• Work with team to develop, support applications using Oracle SOA Suite (OSB, BPEL ), XML, XSD, XSLT, DHTML/HTML/XHTML, JDeveloper and BEA WebLogic, Oracle application Development Suite• Work with NYBE SOA (Service Oriented Architect) and various agencies’ backend processing team to provide system support• Support FTP (File Transfer Protocal) – Java API/3rd API (Application Program Interface) to connect and manipulate files on SFTP (Secure File Transfer Protocal) server and administer user permissions;• Support .NET Web Services APIs• System administration and configuration for Oracle SOA Suite (OSB, BPEL) that are hosted on the Unix/Linux ITS Infrastructure• Conduct application unit testing and troubleshooting during the project development phase;• Provide level 4 triage production application support and on-call support when is needed• Under the senior staff supervision to design and test Oracle Service Oriented Architecture (SOA) Suite based applications using JDeveloper 12c;• Develop and deploy BPEL (Business Process Execution Language) Processes using technology adapters like (Oracle Applications, DB Adapter, File (File Transfer Protocal) Adapter, FTP Adapter, and JMS (Java Message Service) Adapter), Fault• Support and maintain complex Applications that utilize technologies like DB Adapter, File Adapter, FTP Adapter, and JMS Adapter).
Additional Comments Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
