The Intake and Enrollment Coordinator will coordinate and more efficiently collaborate and assist in moving applications and associated documents through the determination process for Ryan White, Program HH and AIDS Drug Assistance Program (ADAP) eligibility, and to act in an expert capacity for policy and procedural issues. Responsibilities include:

  • Work in collaboration with other HIV operations staff, government professionals, case managers and stakeholders to review program HH applications and related documents.

  • Support the review, editing, and implementation of Program HH eligibility, enrollment, and insurance policies and procedures, as well as integration within the HIV Supports Division.

  • Work with large datasets and in using data for program delivery and business process improvement.

  • Initiate new projects to increase services or improve data integrity

This position will assist in developing policies and procedure for new work including and improving efficiency and effectiveness of operations while improving services to clients and ensuring compliance with federal and state guidelines.

Responsibilities include, but are not limited to:

  • Lead the work to ensure timely intake processing, a critical component for the whole team’s work

  • Act as a liaison for HIV management to assure accurate data and to triage all intake and eligibility

  • Lead the work with other staff and program management to cases for compliance with federal, state and departmental policies and procedures.

  • Use datasets from multiple systems to conduct data analysis for program implementation and data integrity

  • Develop and maintain a case audit tool and perform case audits that address the quality of work and the correct application of policies and procedures

  • Develop policies and procedures; and make recommendations for technology systems changes to support implementation of a new initiative for insurance assistance including making eligibility determinations and payment authorizations while complying with federal and state statutes and rules and the HIV program policies and procedures

  • Develop or maintain systems and processes to problem solve data issues to help address duplicate records and data errors in at least five data system including resolving duplicate record like PMIs or name discrepancies

  • Lead the work to develop Program HH/ADAP policies and procedures relevant to their role, including working to adjust policies and procedures to support equitable access to services and reduce access and outcomes disparities for diverse people living with HIV

Minimum Qualifications

2 years advanced administrative support, paraprofessional, or technical experience

OR

Associate degree in related field and 1 year advanced administrative support, paraprofessional, or technical experience

OR

Bachelor’s degree in related field

Experience must demonstrate the following:

  • Knowledge of HIV Supports Division policies, procedures, processes, programs, funding sources and business goals

  • Experience with Medicare, Minnesota’s Medical Assistance (MA) program including Medical Assistance for Employed Persons with Disabilities (MAD-EPD), and MinnesotaCare, as they apply to HIV/AIDS-related benefits

  • Understanding of HIV/AIDS and ADAP program requirements and work processes

  • Experience in federal and state policy analysis and evaluation and investigation

  • Principles, techniques and demonstrated experience in working with large datasets and in using data for program delivery and business process improvement

Preferred Qualifications

  • Other federal, state or local resources for individuals with HIV/AIDS (e.g., Minnesota Health Care Program, Minnesota Comprehensive Health Association, Patient Assistance Programs or PAPs,and RWP funded agencies)

  • Advocacy organizations, specialty clinics and case management entities that work with clientele affected by HIV/AIDS

  • Experience in federal and state policy analysis and evaluation and investigation

  • Research and data analysis principles, methods, and techniques

  • Principles, techniques and demonstrated experience in working with large datasets and in using data for program delivery and business process improvement

  • Variety of experiences working effectively with others from different backgrounds and/or cultures
