International Consultant, Conflict Mitigation and Prevention

Project Context and Scope
Building resilience and increased local stability requires a bottom-up effort of informed and solid plans that lay the foundations for a structured and coordinated recovery process that minimises conflict risk and strengthens the preventative factors existing at the local level. Three years after the full-scale invasion of Ukraine by the Russian Federation, people in Ukraine continue to be exposed to high risks and an unpredictable security situation. In this context communities’ abilities to identify, respond to, and manage localised conflicts. IOM works closely with Hromadas through an inclusive, participatory process to identify issues and tailor programme responses to the main localised problems affecting people, such as veterans’ reintegration or gender inequality, while harnessing contextual opportunities for cohesion building, conflict mitigation and development. To reinforce this process IOM Ukraine’s transition and recovery unit is looking for an international consultant to facilitate training of trainers (ToT) sessions to strengthen the process of increasing social cohesion by integration of best practices on localised conflict mitigation and prevention strategies.
Organizational Department / Unit to which the Consultant is contributing
Transition and Recovery Unit. Project CS.1292 “Promoting Social Cohesion and Veteran Reintegration in Ukraine through Evidence-Based and Locally Owned Responses and Capacities”.
Tasks to be performed under this contract
  1. Develop a training programme for IOM staff to work with Ukrainian Hromadas (municipalities/communities) to identify, mitigate, and prevent localised conflicts and crises, harness the community’s cohesion-building factors, and manage crises with the support of IOM. The training programme should include theoretical and practical components, utilise international best practices, and be relevant and adapted to the Ukrainian context. The training programme should be for five (5) days, seven (7) hours per day for 20 to 30 IOM Staff
  2. Develop a toolbox including a manual for developing conflict mitigation strategies and plans at the Hromada level that are contextually and culturally sensible and sensitive to conflict and gender dynamics in the Ukrainian context. The manual and toolkit should be a maximum of 20 pages, written in English or Ukrainian, and designed for trainers of local communities (Hromadas). The modular guide will cover conflict mitigation in Ukraine, conflict dynamics, and resolution strategies like early warning, dialogue, and inclusive community engagement. It includes practical tools such as conflict mapping, stakeholder analysis, risk assessment, and a training module featuring exercises, role-playing, and case studies. A section on local conflict mitigation plans should provide best practices and evaluation methods. Implementation guidelines address challenges, resistance, and sustainability. Annexes include templates, case studies, key partners, and training materials. Deliverables: a trainer’s manual with a toolkit and optional training PowerPoint. The trained trainers will use these strategies and manuals to develop the plans with the Hromadas.
  3. Plan and conduct a ToT for around 20-25 IOM staff members in the form of a five-day session in Kyiv or Lviv, Ukraine, including the documentation of Community Conflict Mitigation Plans;
    – With a selected number of trained trainers (2-4 people), facilitate one practical session on conflict mitigation capacity-building session in one of the pre-selected targets, Hromadas and develop a plan for the target community that addresses the identified conflicts.
  4. With selected trainers, support the development of specific plans for the 20 target communities that address the identified conflicts. Be available for further guidance and assistance by guiding, quality-checking, and supporting the drafting of the plans.
  5. Conduct a practical session with the team in selected Hromada on the development of one conflict mitigation plan.
  6. Provide further guidance and support to the trained trainers for the duration of the contract period.
  7. Perform such other duties as may be assigned.
Performance indicators for the evaluation of results

At the end of the assignment, the consultant is expected to have:

  1. Develop training materials for the ToT for IOM staff on conflict mitigation strategies and prevention to be shared and approved with IOM before the training. The training materials should include theory but be practical in nature, including international best practices, facilitation skills, strategies for identification of drivers of conflict and development of conflict mitigation at the Hromada level in Ukraine, and how to use findings to inform programming and how to deliver presentations on the result of conflict mitigation planning to the government, UN agencies, donors, and other key partners. (by 21 March 2025)
  2. Provide IOM Ukraine with a toolbox for the trained experts to use in their respective training and work with Hromadas on conflict mitigation, including produced manuals, a conflict mitigation plan template and monitoring frameworks. The toolbox should be adapted to the Ukrainian context. (by 28 March 2025)
  3. Facilitate a five-day training course on working with communities to identify, mitigate, and manage localized conflicts and strategize and plan their resolutions or transformations. (by 4 April 2025)
  4. Conduct one practical session on developing a conflict mitigation plan with the team in selected Hromada and write one workshop report about the five-day intensive ToT in Ukraine. (by 10 April 2025)
  5. Develop twenty (20) Hromada conflict mitigation plans in collaboration with IOM Ukraine-trained personnel. (by 23 May 2025)

IOM Ukraine will review and validate all deliverables. Feedback will be provided within five working days of submission, with clear guidance for necessary revisions. The consultant will work with national consultants and guide their overall work to align with the above five deliverables.

Education
  • School diploma with ten years of relevant experience; or,
  • Masters’s degree in Political or Social Sciences, International Relations, Development Studies, Security Studies, Human Rights, Law or related fields from an accredited academic institution with seven years of relevant professional experience.
Experience
  • Experience working with models of conflict mitigation, prevention, transformation or other related field;
  • Experience in capacity building and facilitation of training;
  • Experience from working on conflict mitigation and/or prevention from Ukraine or eastern Europe;
  • Experience in developing action plans or strategies for local conflict mitigation.
Skills
  • Excellent facilitation of capacity building training;
  • Excellent communication and writing skills;
  • Ability to transfer theoretical concepts into actionable and practical strategies for communities.
Languages
  • English will be the working language of this consultancy.
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Travel required
  • Travel duties are mandatory according to the Agreement and is calculated into the consultancy fee.
