UNICEF Indonesia is looking for an international consultant to facilitate the process of SBC programmatic review to sharpen the focus of the sectoral SBC strategies and approaches for the remaining period of the Country Programme (2021-2025) and to guide the transition into the next country programme. The assignment is for approx. 7 months, until December 2024.
How can you make a difference?
Under the supervision of the SBC Manager, the consultant will be conducting the tasks through a mix of online means using the available technology, and in-country work. The methodology will include a mix of desk review and consultations with key stakeholders in line ministries, UN agencies, CSOs and UNICEF programme sectors.
Scope of Work:
The SBC Programmatic Review process will include the following main components:
1. Preliminary desk review of key programme documents: EPI demand generation and other national sectoral SBC strategies, UNICEF CPD, Annual Workplans; Annual reports; sector related reports and evaluations; and a selection of key tools/guidelines deployed in each section.
2. Conduct stakeholder mapping and consultations: EPI and other sectoral stakeholders, UNICEF Indonesia management; key programme staff (Chief of sections with SBC focal points), partners (both implementing partners, youth organisations and government counterparts). The consultations aim at mapping gaps and opportunities in existing programmes, partnership and approaches; identifying opportunities for strengthening UNICEF SBC programming.
3. Draft the final SBC programmatic review report incorporating feedback on identified challenges, recommended priorities and proposed interventions to improve SBC cross-sectoral strategy in the Indonesia Country Office. The SBC programmatic review should include strategic sector-specific recommendations for integration in the sector specific Programme Strategic Notes and to inform the next Country Programme Document (2026-2030).

To qualify as an advocate for every child you will have…
– Advanced University Degree in social and behavioural science, sociology, anthropology, psychology, communications or related field
– At least 5 years’ experience working in the social and behavioural science field and community engagement programming.
– Research and analytical report writing skills/ experience
– Experience working in South East Asia and middle-income country context (highly desirable)
– Fluency in English.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
