International consultant to develop the Project/Programme Management Documentation for the ongoing operation of the Central Asian Alliance EGBV

JOB DESCRIPTION

 

Duties and Responsibilities

Under the guidance of the Central Asian Alliance EGBV Coordinator (hereinafter – Coordinator) and the UN Women country office in Kazakhstan Head of Office a.i., an international consultant shall be responsible for the following tasks:

  1. Developing the Project/ProgrammeDocument (ProDoc) with mandatory annexes including:
  • Project Concept Note
  • Executive summary

 

  • Context analysis and challenges
  • Theory of change, results and resource framework, strategy and partnership relevant to identified Central Asia frameworks and regional contexts
  • Inception phase including implementation plan and implementation tracking
  • Clear monitoring, reporting and evaluation plan; age and gender-sensitive tools that will be used during the implementation
  • Knowledge management and learning
  • Sustainability of project results and exit strategy
  • Social and environmental assessment (risk management plan)
  • Project governance, management arrangements and human resources management plan
  • Project risk, security and safety management including mitigation strategies for each result area of the framework
  • Resource mobilization strategy, communication and visibility strategies
  • Project procurement management plan
  • Project budget plan for the activities for all interventions; guided by efficiency and value for money principles.

The development process includes interviews with the representatives of the UN Women Kazakhstan Country Office, the CA Alliance Secretariat, national consultants supporting the implementation of the initiative, the CSO Regional Coordination Group and other relevant partners.

The International consultant will work under the direct supervision of and in close collaboration with the CA Alliance Coordinator and members of Secretariat and the Head of UN Women country office a.i.in Kazakhstan. All deliverables provided by the consultant shall be approved by the direct supervisor upon review and quality assurance from the Head of the UN Women country office a.i. in Kazakhstan.

The Secretariat of the Alliance shall provide the International consultant with all the necessary materials. It is expected that the International consultant will be open for sharing experience, knowledge, analysis and expertise, together with the team to resolve any issues that arise during the work and, if necessary, clarify deadlines.

Required Skills and Experience

The selection process will be based on qualifications of the candidates.

Education Master’s degree in social science, Gender or Women’s Studies, Development Studies, Public Policy, Economics, or relevant disciplines 150
Work experience 5 years of professional experience in advocacy and programme/project management and/or working/collaborating with UN system in assisting/supporting drafting policy recommendations/ policy reports >5 years – 350
Strong expertise in public policy and gender analysis 120
Demonstrated, substantial experience in the design, monitoring and evaluation of gender equality and women’s empowerment projects 100
Experience of managing multi-stakeholder development programmes 100
Familiarity with UN development programmes and working methods, and particularly with UN Women policies and programming procedures, desirable 60
Experience working on gender equality, SGBV, human rights related projects 80
Languages Knowledge of English (30)
