International individual consultancy for curriculum of extra-curricular STEM clubs in schools

Connectivity and digitalization are the priorities of the national Government of the Republic of Uzbekistan. In line with the Uzbekistan 2030 Strategy and Digital Uzbekistan 2030 strategy, the Government aims to accelerate digital connectivity, ensuring the development of a digital industry and increasing the competitiveness of the national economy. Currently, over 94% of public schools are connected to the internet under the GIGA Initiative, up from 10% in 2019. In recognition of these advancement, the Republic of Uzbekistan has been recognized as a UNICEF Learning Pioneer Country and the best practice within the UNICEF global GIGA Initiative.

Championing digital transformation at school level and in the framework of VISION2030 project, UNICEF is supporting the Ministry of Pre-school and School Education (MOPSE) of the Republic of Uzbekistan in the upgrading of current specifications and standards for the use of portable digital technologies, integrating ICT into teaching and learning and advancing STEM learning. UNICEF support will enable a proof of concept with the modeling of school-based accessibility and inclusiveness of digital and STEM learning in 50 schools at national level meant to inform the review of current policies and standards needed to sustain inclusive digital environments and supporting outreach for the most marginalized through improved access to personalized digital learning pathways.

As one of the components of this initiative, UNICEF supports the MOPSE in establishing extra-curricular STEM clubs in school to support schoolgirls and boys in obtaining practical science, engineering, coding, AI and data analysis skills through experiential problem-based learning in the clubs.

In this context, UNICEF is looking for an international individual consultant, who in cooperation with the national consultant, will develop a curriculum for STEM clubs targeted at schoolchildren of 6-10 grades with the use of experiential and problem-based-learning approaches.

Scope of Work:
The international consultant will be tasked to develop the curriculum of the STEM clubs, teacher guide and the corresponding teaching and learning materials. The international consultant will work closely with MOPSE, UNICEF CO team and national consultant to complete the task.
The Consultant will also provide support in evaluation of bidding/tender documents for procurement of the required STEM kits and other equipment for the established ICT/STEM rooms in schools.
Tasks – Deliverables – Estimated timeframe
1) Review existing digital and STEM skills-building programmes and national curriculum of STEM subjects – Analytical report with the recommendations on skills set/modules to be integrated into the curriculum of the STEM clubs – 10 days, by 17 March.
2) Work closely with UNICEF, MOPSE and the national consultant to develop outline of STEM club curriculum, including a list of modules and learning outcomes to be achieved in each module – STEM club curriculum outline with clear indication of learning outcomes to be achieved -15 days, by 30 March 2025.
3) Based on the curriculum outline, provide a list of specifications for equipment, tools and toolkits required – List of the specifications for equipment, tools and toolkits required for school STEM clubs – Evaluation provided for the bidders of STEM equipment – 15 days, by 30 March 2025.
4) Work closely with UNICEF national consultant and MOPSE to develop a detailed teacher’s guide based on the proposed curriculum and the experiential and problem-based learning principles – Developed teacher’s guide for school STEM clubs and conducted ToT for schoolteachers – 60 days, by August 2025.
TOTAL: 100 days
Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee.
Please submit a professional fee (in USD) based on 100 working days to undertake this assignment, without travel fees as this will be reimbursed as and when they take place.
International Travel: Two missions to Uzbekistan, including one at the inception phase and one for the ToT.

To qualify as an advocate for every child you will have… 

  • Advanced university degree in education, digital transformation, information and communication technology or any other relevant fields.
  • Minimum of 5 years’ experience in development and delivery of ICT and STEM educational programmes based on problem-based learning principals.
  • Fluency in English. Knowledge of Russian can be an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
