I. MSF INTERNATIONAL
Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation.
MSF International is the legal entity that binds MSF’s 24 sections, 26 associations and 18 brunch offices together. Registered in Switzerland, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.
II. POSITION BACKGROUND
MSF´s international office (IO) facilitates collaboration between different organizational entities in MSF. The International Logistics Coordinator (ILC) coordinates the platforms of Directors of Logistics, Heads of Operational Logistics, Heads of Technical Logistics (DirLog, LogOps, LogTech) and several technical working groups. It’s also part of different steering committees.
The International Office team is geographically distributed, and the ILC Project Manager can be located in any MSF office as long as it doesn’t affect the ability to do the job.
III. PLACE IN THE ORGANISATION
The ILC Project Manager is part of the International Logistics team of MSF International. He/she reports to the International Logistics Coordinator (ILC) and works closely with key staff in all six Operational Entities (5 OCs and WACA) and any new Operational Directorate.
IV. OBJECTIVES OF THE POSITION
The ILC Project manager will oversee all the technical working groups (WGs): Transport (mobility), Energy, Communication, Construction & Shelter, Biomed, Cold Chain, Log’n’D, and Applied Security.
A high knowledge in all the technical areas will be key to find synergies among the 6 Operational Entities. S/he will need a good understanding of the functioning of the different ways of working and an excellent stakeholder management to enable a good collaboration and the development of joint projects.
S/he will collaborate with the ILC in the creation of a logistic strategic framework for the movement and his/her input will ensure that all technical dimensions are aligned.
V. MAIN RESPONSIBILITIES
Representation
Represents MSF Logistics in internal and external steering committees (e.g. SPINCO, INICITATE2) to ensure alignment with its transversal logistics strategic objectives, per delegation of ILC.
Activities:
- Participates in regular meetings
- Understands the challenges and the stakes to summarizes them and present them to the relevant stakeholders
- Facilitates discussions among stakeholders to reach a consensus
Represent the decision in front of the other members of the steerco
Knowledge management
Structures the information and grants the capitalization of knowledge in the different logistics sites to ensure it’s accessible for all stakeholders related within ILC scope.
Activities:
- Work with KM responsible to redesign the pamoja site, tag all documents and improve searchability
- coordinates with the owners of the docs in the different OC to ensure accessibility
- Finds a way to connect the different KM systems to a central repository
Ensures the different stakeholders know how to access the knowledge bases / sites.
Project management
Leads the improvement projects ensuring the goals are meet in the agreed timeline within the budget.
Activities:
- Define objectives, project chart, miles stones of the projects
- Manage the project in the day by day
- Chairs the steerco when needed
- Defines and measures the success KPIs
Facilitation
Influence the different stakeholders to reach a strategic framework, agreed among the 6 OC/OD by the end of 2024.
Activities:
- Spread the goals of DirLogs/LogTech/LogOps in the WGs
- Collaborates in the organization and facilitation of meetings with directors and heads of units
- Function as a sparring to the ILC in the definition of a strategic framework for MSF Logistics
VI.JOB REQUIREMENT
- Engineering diploma or equivalent mandatory
- 10+ years of relevant experience in management of logistic related projects/programs in complex organizational context.
