International Relations Specialist

Position description

In this position, you will serve as a FEMA liaison with the Department of State, foreign governments, and international organizations and promote cooperation with other nations in disaster mitigation, preparedness, response and recovery activities for the Office of Policy & Program Analysis, International Affairs Division. Typical assignments include:
 

  • Participating in the development of plans and projects for implementation of U.S. cooperation on natural and man-made disaster management with international partners.
  • Organizing and supporting visits and exchange programs for international visiting delegations.
  • Participating with the development of programs for international representatives to visit regional, state and local emergency management offices.
  • Preparing presentations on FEMA programs and activities for foreign visitors.
  • Supporting the development of briefing memos and reports summarizing FEMA’s international engagements.

At FEMA, our mission is to help people before, during and after disasters, and every employee at FEMA has a role in emergency management. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Qualifications

This position has an Individual Occupational Requirement.

Basic Requirements
 

  • Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.

OR
 

  • Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education.

OR
 

  • Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.

In addition to the above listed basic requirement, you must also meet the below specialized experience.

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement.

To qualify for this position at the GS-11 level, you must possess one full year of specialized experience equivalent to at least the GS-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
 

  • Supporting projects that promote cooperation with other nations in disaster risk reduction, preparedness and/or emergency management.
  • OR – 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree
