ABOUT THE COMPANY:

The Office of Internal Oversight Services (OIOS) is the internal oversight body of the United Nations (UN). The Office assists the Secretary-General in fulfilling his oversight responsibilities in respect of the resources and staff of the Organization through the provision of internal audit, investigation, inspection and evaluation services. The mandate of OIOS is derived from relevant General Assembly resolutions and decisions, including founding resolution 48/218 B of 29 July 1994. The Office exercises operational independence under the authority of the Secretary-General in the conduct of its duties and, in accordance with Article 97 of the Charter, has the authority to initiate, carry out and report on any action which it considers necessary to fulfil its responsibilities. JOB SUMMARY

 

Org. Setting and Reporting
This position is located in the Operational Standards and Support Section (OSSS) at the Investigations Division (ID) of the Office of Internal Oversight Services (OIOS) in New York, and reports to the Chief of OSSS in New York. The Investigator will be required to travel to remote locations, at times for extended periods, to manage and conduct investigations. OIOS is the internal oversight body of the United Nations and assists the Secretary-General in fulfilling his oversight responsibilities in respect of the resources and staff of the Organization through the provision of audit, investigation, and inspection and evaluation services. ID/OIOS investigates reports of possible violations of rules, regulations, mismanagement, misconduct, waste of resources and abuse of authority.
Responsibilities
Within delegated authority, under the supervision of the Chief of OSSS, the Investigator will perform the following duties: • Supervises and manages the work and assignments of the Policy and Legal Support Team staff members; • Manages and supervises investigations of alleged misconduct, malfeasance, mismanagement, fraud, corruption, waste of resources, or alleged violations of United Nations Regulations and Rules and pertinent administrative issuances, including cases of Sexual Exploitation and Abuse (SEA) and Sexual Harassment; • Establishes facts, determines findings and formulates recommendations for corrective measures and related disciplinary and jurisdictional actions; • Reviews reports and communications and assists with the review of those drafted by others; • Performs legal research and analysis of evidentiary material gathered for ID/OIOS reports; • Maintains and update ID/OIOS’ guidance material based on applicable best practices and legal developments; • Reviews policy decisions, monitors their implementation and analyses their legal implications; • Advises on operational implications of United Nations jurisprudence and General Assembly resolutions; • Promotes close cooperation with other Divisions within OIOS and relevant offices and departments within the Secretariat and Field Missions; • Conducts briefings and plans conferences with investigations staff and/or members of ID/OIOS; • Oversees administrative functions pertaining to the implementation of policies and procedures; • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting; and • Performs other duties as required.

Education
Advanced University degree (Master’s degree or equivalent degree) in law or a relevant field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Successful completion of programs in data analytics, business analytics or data science is an advantage.

Work Experience
A minimum of seven years of progressively responsible experience in investigation related work, together with supervisory functions, is required. Experience in gathering evidence and its analysis and presentation is required. Experience of working on international investigation activities is required. Experience with an international or multilateral public institution is required. Experience in the statistical analysis of investigation related information and data to inform policy decisions is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another United Nations official language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
