IOM : Monitoring and Evaluation Associate – Berlin

Context

Established in 1951, the International Organization for Migration (IOM) is the UN Migration Agency. IOM works closely with governments to strengthen their capacity to manage migration. Based on international protection standards, the Organization works towards a safe, orderly and regular management of migration, promotes international cooperation on migration issues and assists relevant actors to increase their positive impacts while decreasing potential costs to migrants and society. IOM also provides humanitarian assistance to migrants in need. In the context of migration management, IOM also provides data and evidence to inform government counterparts in the management of migration and to ensure accountability in programme implementation.

Within that framework, the IOM Country Office for Germany works on a number of topics labour mobility & social Inclusion; migrant protection, family reunification, assisted voluntary return and reintegration, visa support and refugee resettlement. The Project Support & Operational Compliance Unit provides crosscutting support for project development, monitoring and evaluation (M&E), reporting, data analysis and research, knowledge management and external communications, including outreach.

The Monitoring and Evaluation (M&E) team in this unit is responsible for developing and implementing monitoring strategies to support the planning, implementation and knowledge management of IOM Germany’s programmes. Occasionally, the team conducts international primary research projects in collaboration with other stakeholders and undertakes short international monitoring trips. In addition, the team provides capacity building and develops knowledge management tools to ensure data-driven solutions for migration management. The team ensures that data and evidence are systematically collected, analysed and used to inform decision-making and improve programme outcomes. This approach not only supports the continuous improvement of IOM’s activities, but also promotes transparency and accountability to migrants and external stakeholders.

Under the overall guidance of the National Project Support Officer and direct supervision of the National Monitoring and Evaluation Officer, the incumbent self-reliantly develops and oversees IOM Germany’s research and monitoring& evaluation activities at each stage of the project cycle, providing technical support and capacity building, for example on survey design. Contributing to IOM’s results-based management, developing and sharing engaging knowledge products, attention to detail and strong communication skills are essential to the role.

  1. Provide technical support for the planning and the implementation of monitoring & evaluation activities in line with the mission’s strategies, policies and relevant donor approaches.
  2. Compile and synthesize the data, analyze and provide data/information to facilitate planning and information management; assess the impact of the programmes; and report on the progress being made.
  3. Assists the National Monitoring and Evaluation Officer and Project Support & Compliance Unit in the preparation of project proposals in the areas of monitoring & evaluation research, data analysis.
  4. Assists in the coordination of the design, planning and implementation of monitoring activities, as well as research and data analysis projects.
  5. Assists with creating appealing data visualization including tables, figures and maps.
  6. Maintain close communication with the relevant missions and diverse organizational units and external parties to collate and verify data sent from these parties regarding research projects and M&E activities is of high quality and in accordance with the donor’s and the organization’s requirements.
  7. In close cooperation with relevant counterparts, prepares periodic and annual narrative reports in line with donor and the organization’s requirements.
  8. Performs such other related duties as maybe assigned.
Education
  • University degree in Social Sciences, Development Studies, International Studies, Economics, Political Science, Migration Studies or a related field from an accredited institution and at least 3 years professional experience; or,
  • High-school degree with at least 5 years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
  • Experience in monitoring and evaluation and project management.
  • Strong experience in primary social research and the design and management of migration research. studies, particularly in complex international environment.
  • Knowledge of German and EU institutions and German and EU migration policies is an asset.
  • Previous work experience with national, regional or international public bodies would be an advantage.
  • Previous work experience abroad in the field of international migration would be a strong advantage.
Skills
  • Demonstrated proficiency with data analysis software in STATA or MAXQDA;
  • Progressive experience in results-based project development and management, including monitoring and evaluation and reporting; Knowledge of survey methodology (incl. weighting and sampling design) and experience in quantitative and qualitative data collection and analysis.
  • Demonstrated proficiency with Microsoft Office applications, including Word, Excel, and PowerPoint is required.
  • Working knowledge of Kobo Toolbox is a strong advantage
  • Strategic and forward thinking, able to manage processes from start to finish independently with a focus on continuous improvement.
  • Proficiency in regular Microsoft Office applications such as Word, Excel, PowerPoint, Outlook, OneDrive, SharePoint, Teams etc. is mandatory
  • Excellent communication skills;
  • Excellent writing skills in English and German;
  • Strong analytical and creative thinking skills;
  • Proven interpersonal and intercultural skills with an attention to detail.
Languages
  • Fluency in English and German is required. Knowledge of another official IOM language is an advantage.
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
