JOB DESCRIPTION
Project Context and Scope
In June 2022, the initiative “Labour Migration Programme-Central Asia” was inaugurated to foster the evidence-based governance of labour mobility within the Central Asian corridor. This project endeavors to balance the benefits of migration for migrants and employers, as well as the broader interests of both origin and destination nations.
Aiming for a comprehensive impact, the project targets six key outcomes:
- The establishment of Country Coordination Mechanisms involving critical national and regional government stakeholders, international organizations, civil society organizations, the private sector, media, and academia, to regularly evaluate and refine labour migration policies and processes.
- Enhancement of services provided by State Recruitment Agencies (SRAs), Private Recruitment Agencies (PRAs), and vocational training centres to align with labour market demands and the aspirations of prospective migrant workers, as informed by thorough analyses of agency operations.
- Modification of recruitment practices by employers in key sectors of destination countries to participate in managed ethical labour migration initiatives within Central Asia.
- Improvement in the knowledge and preparedness of potential migrant workers to safeguard themselves during recruitment and migration processes, achieved through the strategic dissemination of information via social media campaigns.
- Advancement of financial inclusion for migrants and their families, in partnership with the National Bank of Tajikistan, to sustainably elevate their economic standing through initiatives such as the Financial Literacy Festival and observances like Global Money Week and Family Remittances Day.
- Integration of data on return migration into economic and social planning by governments, informed by biannual assessments focused on regions with high return rates, to better serve the needs of this vulnerable group within national policies.
- With a duration of 48 months, the programme is set to benefit a wide range of stakeholders, including the Government of Tajikistan, civil society, the private sector, community members, and international organizations.

Tasks to be performed under this contract
First deliverable – Initial Assessment and Strategy Development
- Develop comprehensive SBCC strategy
- Define key messages and target audiences
- Design monitoring framework
Second deliverable – Communication Materials Development
- Develop all necessary communication materials
- Create content for various channels (print, digital, broadcast)
- Establish media partnerships
Third deliverable – Implementation and Campaign Management
- Launch and manage communication campaigns
- Coordinate with media partners
- Oversee content distribution
- Monitor implementation progress
Final deliverable – Impact Assessment and Final Report
- Conduct final impact assessment
- Analyze campaign effectiveness
- Prepare comprehensive impact report
- Provide recommendations for future interventions
Performance indicators for the evaluation of results
- Quality of SBCC strategy and implementation plan
- Effectiveness of communication materials
- Campaign reach and engagement metrics
- Quality of partnerships established
- Depth and quality of impact assessment
- Comprehensiveness of final report
- Achievement of behavior change objectives
Education
- University degree / advanced degree in Social Science, Social Work, Communications, or International Relations with an emphasis on research methodologies, data collection, and analysis, and monitoring and evaluation
Experience
- At least 5 years of professional experience, preferably in Tajikistan and/or Central Asia, conducting community research, including data collection and analysis
- Experience working with vulnerable populations, including migrants, Afghan communities, and victims of trafficking
- Experience with qualitative methods, including Focus Group Discussions and Key Informant Interviews
- Experience working on projects focused on social cohesion is a strong advantage
Skills
- Excellent interpersonal and networking skills
- Strong computer skills and analytical skills with ability to write and review technical reports
- Proven work record in a multi-cultural and multi-disciplinary environment
- Technical knowledge, skills and experience related to SBCC is a strong advantage
Languages
- Fluency in English and Tajik is required. Knowledge of Russian is advantageous.
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Travel required
- Field trips within this assignment travel to Vahdat, Rudaki, Bokhtar and Jabbor Rasulov districts is required
