The KIWA Programme under the IUCN Oceania Regional Office (ORO) is expanding, necessitating a specialized Senior Finance and Procurement Officer to manage financial and procurement operations tailored to the programme’s unique requirements.
The Senior Finance and Procurement Officer will lead the financial, procurement, and travel management for the KIWA Programme, ensuring compliance, efficiency, and alignment with IUCN’s standards and donor expectations.

OVERALL RESPONSIBILITIES:
Finance:
• Supervise the recording, classifying, and summarizing of financial transactions for the KIWA Programme in accordance with international accounting standards and IUCN policy.
• Ensure timely and accurate financial reporting to stakeholders involved in the KIWA Programme, including project managers, donors, ORO, and IUCN HQ.
• Manage cash flow, budget performance, and financial planning specifically for KIWA Programme operations.
• Conduct internal control reviews to safeguard the KIWA Programme’s assets and ensure compliance with policies.
• Prepare for and coordinate with auditors during external and internal audits specific to the KIWA Programme.
• Oversee the management and disposal of fixed assets within the KIWA Programme according to IUCN policies.
Procurement:
• Oversee all procurement activities for the KIWA Programme in compliance with IUCN Global and ORO procurement policies.
• Manage the procurement process from sourcing to contract management, ensuring cost-effectiveness and quality for the KIWA Programme.
• Lead the KIWA Programme’s Procurement Committee, organizing meetings, and ensuring documentation and follow-through on decisions.
• Negotiate contracts and maintain relationships with suppliers while seeking continual improvement in procurement practices for KIWA.
• Implement and monitor procurement plans that align with donor requirements and IUCN guidelines specific to the KIWA Programme.
• Provide guidance and training to KIWA Programme staff and partners on procurement policies and procedures.
Travel:
• Coordinate and manage all travel logistics for the KIWA Programme in compliance with IUCN travel policies, including arranging travel, accommodations, and managing travel expenses.
• Maintain travel records, process travel claims, and ensure all travel-related documentation for the KIWA Programme is accurate and complete.
Administrative Support:
• Provide logistical support for KIWA Programme workshops, meetings, and special events when required.
• Assist in the administration of the KIWA Programme, particularly in matters concerning finance and procurement.
Supervisory Responsibilities:
• Lead, mentor, and manage the Finance and Procurement team dedicated to the KIWA Programme, ensuring high performance and professional development.
• Conduct performance evaluations, manage training needs, and ensure team compliance with organizational policies.
