Job Title: JPO Logistics Officer

Unit: RBD Logistics

Division: RBD

Agency: World Food Programme

Country and Duty Station: Dakar, Senegal

Duration and Type of Assignment: 2 years with possibility of extension for another year. The extension of appointment is subject to yearly review concerning priorities, availability of funds, and satisfactory performance

Please note that for participants of the JPO programme two years work experience are mandatory! Relevant work experience can be counted. In order to assess the eligibility of the candidates, we review the relevant experience acquired after obtaining the first university degree (usually bachelor’s degree)

We are currently seeking a Junior Professional Officer to fill the position of a Logistics Officer with our Logistics Division based in Senegal, RBD.

CONTEXT AND BACKGROUND

The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency fighting hunger worldwide, saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity for people recovering from conflict, disasters and the impact of climate change. Supply chain management is at the core of WFP’s humanitarian response and therefore an area of constant strategic focus. Over 4.500 supply chain staff work around the clock to deliver food assistance to beneficiaries in some of the most complex environments.

Western & Central Africa is by far the region with the highest number of operations (20), some of which are extremely complex. In addition, RBD is actively engaged in supporting the Sudan emergency response, including through the opening of a critical new Supply line from West (Nigeria, Niger) and Central Africa (Cameroon) to Sudan through Chad. The situation in the region is constantly evolving thus requiring frequent review of supply chain networks across the region

 With growing humanitarian needs and more and more access and logistics challenges, the JPO is expected to support country offices in the region in the planning and execution of their supply chain operations.

DUTIES AND RESPONSIBILITIES

Under the direct supervision of the Regional Logistics Officer, the JPO will have the following responsibilities:

  • Contribute towards the development of logistics plans and processes ensuring compliance with wider logistics policies and WFP standards.
  • Support or manage logistics projects or operational activities following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
  • Collect and analyse data through research and networking with colleagues to recommend actions to senior staff to improve performance of local logistics operations.
  • Conduct regular financial analysis and budget reviews, drawing out insights and recommending actions to senior staff to optimise use of available funds.
  • Contribute to consolidation and preparation of operational pipeline planning, and to the management of operational aspects of the supply chain (procurement, shipping, port operation), including checking document and customs clearance readiness, loading and discharging operations and contracting of applicable transport, warehouse and any relevant logistics services.
  • Contribute to supply chain by providing technical support and guidance to other CO unit/ services, divisions, particularly for emergency response.
  • Collate data and contribute to preparation of accurate and timely reporting, including Key Performance Indicators (KPIs), supporting a WFP-wide view of logistics activities that enables informed decision-making and consistency of information presented to stakeholders.
  • Support the capacity building of WFP staff and partners for efficient and effective delivery of food assistance to beneficiaries (e.g. through the design and review of training materials).
  • Identify and build productive relationships with logistics colleagues and staff within the area of assignment to support an integrated approach to food assistance.
  • Follow emergency logistics preparedness practices, participate in preparation of CO Logistics Capacity Assessment (LCA), to ensure WFP can quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
  • Participate in the on-going review of internal processes and procedures and identify ways to increase the day-to-day efficiencies.
  • Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

EXPECTED OUTCOMES

  • JPO is a well-rounded WFP Logistics Officer at the end of the assignment.
  • Thorough knowledge of WFP Logistics processes and procedures.

 

ESSENTIAL QUALIFICATIONS & EXPERIENCE

  • Master’s degree in Economics, Transport economics, Supply Chain management, Data science, Business management, Engineering or related fields.
  • Minimum of two years of relevant working experience in commercial or humanitarian transportation sectors.
  • Fluency in English; intermediate level (B2) in French.
  • Proficiency in Windows MS Office (Word, Excel, Powerpoint, Outlook)
  • Behavioural competencies: leads by example with integrity, drives results and delivers on commitments, fosters inclusive and collaborative teamwork, applies strategic thinking, builds and maintains sustainable partnerships.

DESIRABLE REQUIREMENTS

  • Intermediate level of one, or more, of the following official languages: Spanish, Arabic, Chinese, Russian, Portuguese.
  • Experience monitoring and reporting on transport and freight market conditions and trends.
  • Experience in dealing with shipments and clearing imports/exports with customs officials.
  • Experience in coordinating procurement and transportation processes.
  • Experience in warehouse and commodity management.
  • Experience working with corporate systems (databases, software).
  • Exposure to the international arena either by direct work for an international institution/ organization or by interacting with international stakeholders.
  • WFP’s international professionals are required to serve in different locations during their career (including in hardship duty stations); the willingness to be mobile would maximise opportunities for long-term retention with the organization.

SUPERVISION

The JPO will be under the supervision of the Regional Logistics Officer

TRAINING COMPONENTS

In depth theoretical and practical training on WFP Logistics procedures, processes and tools including surface transport planning and execution, warehousing, port operations, commodity tracking and accounting, logistics contracting, Interagency coordination, on demand and mandated services provisions.

LEARNING ELEMENTS

At At the end of the two-year assignment, the JPO should have obtained:

  • Very good knowledge of WFP field logistics operations management.
  • Good skills in logistics planning and execution at WFP.
  • Familiarity with WFP field logistics operations.
  • Good general understanding of WFP’s overall operations and activities in the region of assignment.
