THE SCIENCE, TECHONOLOGY AND INNOVATION DIRECTORATE

The Science, Technology and Innovation (STI) Directorate, in line with the strategic objectives of the Secretary-General, helps OECD member countries and other key economies build an environment conducive to translating science, technology and knowledge into innovation in order to create economic and social value added.

The Productivity, Innovation and Entrepreneurship (PIE) Division of the STI is responsible for comparative analyses of the microeconomic drivers of economic growth, productivity, employment, business dynamism and innovation, as well as the ways in which these are affected by globalisation, the digital and green transformations, and structural change. It formulates policy advices and recommendations to member and non-member countries. The Division maintains a set of key databases and data infrastructures to carry out this work, including the Microdata Lab (containing detailed IP records), the STAN, ICIO, and TiVA databases, and leads several distributed microdata projects, including MultiProd, DynEmp, and AI diffuse. The Division also contributes – jointly with the Economics Department – to the activities of the Global Forum on Productivity (GFP), which involves research, the organisation of conferences and the communication of productivity-related research within the GFP community.

STI/PIE is looking for Junior Economists to support the work on some of the following topics: (i) the micro-drivers of firm performance  and productivity, including digital technology adoption; (ii) business dynamism, including trends in concentration, mark-ups, entrenchment, labour share, Mergers and acquisitions (M&A) activity, and how they affect the competitive environment; (iii) start-ups, innovative entrepreneurship and related policies; (iv) firm impacts of digital and environmental technology diffusion (“twin” transition);  (v) industrial policy, including green industrial policy; and (vi) development of indicators and analyses related to economic and environmental performance in the context of  global interconnectedness. The selected person(s) will work under the supervision of one of the Division’s team leads, under the responsibility of the Head of the PIE division.

Job Description

Main Responsibilities

 

Quantitative analysis and policy analysis

  • Contribute to empirical and policy-orientated work on productivity, business dynamics, technology adoption and diffusion, environmental sustainability and inclusiveness:
    • Carry out empirical analysis based on distributed firm level data and large-scale commercial databases to conduct policy evaluation and investigate policy-relevant issues on topics of interest to the Division.
    • Contribute to the development of a distributed-data infrastructure to analyse key firm-related trends in digital and green technology diffusion and undertake related empirical analysis.
    • Support further data development efforts, notably in the areas of entrepreneurship, firm-level environmental performance and sustainability, industrial policies, technology adoption and diffusion, M&A activity.
    • Support the updating of statistical routines, notably within the OECD MultiProd and DynEmp projects.
    • Contribute to the conception and production of industry-level indicators based on OECD’s ICIO tables to address a range of policy questions related to economic globalisation. In particular, measures related to greenhouse gas (GHG) footprints to guide discussions on reduction of GHG emissions.
    • Contribute to the development and update of OECD’s STAN database, a key tool for tracking the evolution of industrial performance and structural change as well as major input into construction of ICIO tables.

Research and drafting

  • Undertake research and contribute to the production of documents, working papers, publications and clear policy messages on topics related to productivity, business dynamism, innovation and entrepreneurship, designed for policymakers and the interested public.

Dissemination, liaison and outreach

  • Provide assistance in the planning and co-ordination of activities associated with the different areas of work, including meetings/workshops of experts, web-based dissemination channels and social media.
  • Liaise with partner organisations, both regional and international, and develop and maintain good working relationships with officials in member country administrations, in other international organisations, as well as with the wider research community.
  • Contribute to other activities in line with OECD-wide priorities.
  • Keep abreast of relevant statistical and policy developments and discussions in member countries and participate in missions as required.
  • Provide support, both within OECD and externally, to users of the databases developed within the Division.

Qualifications

Ideal Candidate Profile

Academic Background

  • An advanced university degree in economics, econometrics or another relevant field of study, with a strong foundation in quantitative analysis and statistics.  A Ph.D. degree in economics or related fields would be an advantage.

Professional Background

  • Experience of quantitative analysis and statistics is essential.
  • At least two years’ relevant experience of applied research and in economic and policy analysis on issues related to productivity, innovation, technology adoption, entrepreneurship, business dynamics and environmental performance, industrial dynamics and policy, or globalisation and GVCs.
  • Proven experience in the field of firm-level empirical analysis. Experience with large administrative databases and/or with large multi-dimensional industry databases (such as global Input-Output tables) would be an asset.
  • Experience of formulating clear policy recommendations and briefing notes for technical and non-technical audiences based on applied analytical techniques.
  • Professional experience explaining economic issues and analysis to experts and lay audiences alike.

Tools

  • Familiarity with standard database and data visualisation software.
  • Proficiency in working with statistical software tools such as Stata, R or Python.
  • Programming-level knowledge of statistical methods in the area of impact evaluation and productivity analysis is an asset.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of, or a willingness to learn, the other.

Core Competencies

Contract Duration

•     Thirteen-month fixed term appointment, with the possibility of renewal.

Please note that our Rules and Regulations stipulate that the mandatory retirement age is 65.

 

What the OECD offers

  • Monthly base salary starting from 5,741 EUR plus allowances, based on eligibility, exempt of French income tax.
  • Please note that the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.
