I. GENERAL INFORMATION
Title: Junior Professional Officer (JPO)
Organizational Unit: Division of Fair Production, Sustainability Standards and Trade (IET/PST) / Directorate of SDG Innovation and Economic Transformation (IET)
Organization/Office: United Nations Industrial Development Organization (UNIDO)
Country and Duty Station: Vienna, Austria
Duration: 2 years with possibility of extension for another year. The extension of appointment is subject to yearly review concerning priorities, availability of funds, and satisfactory performance.
Please note that for participants of the JPO-Programme three years work experience are mandatory when applying for the UNIDO. Relevant work experience can be counted. In order to assess the eligibility of the candidates, we review the relevant experience acquired after obtaining the first university degree (usually bachelor’s degree).
II. ORGANIZATIONAL CONTEXT
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate Inclusive and Sustainable Industrial Development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame the United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.
Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.
The Directorate of SDG Innovation and Economic Transformation (IET), headed by a Managing Director, is responsible for the development of innovative UNIDO services in the areas of agro-industry and agribusiness, sustainability standards and fair production, and climate-relevant or climate-improving technologies. It is also, in collaboration with the Office of the Director General (ODG), responsible for developing innovative technical cooperation concepts, identifying new sources and means of finance and entering into new partnerships with a broad range of relevant stakeholders. The Directorate houses the Divisions of Agribusiness and Infrastructure Development (IET/AGR), Innovative Finance and International Financial Institutions (IET/IFI), Fair Production, Sustainability Standards and Trade (IET/PST), Public-Private Partnerships (IET/PPP), and Climate and Technology Partnerships (IET/CTP). The Directorate also ensures close coordination and collaboration among the Divisions and relevant entities in the Directorate of Global Partnerships and External Relations (GLO), the Directorate of Technical Cooperation and Sustainable Industrial Development (TCS), and the Directorate of Strategic Planning, Programming and Policy (SPP).
The position is located under the Division of Fair Production, Sustainability Standards and Trade (IET/PST). The Division develops and implements an innovative service package in response to UNIDO’s mandate for fair, responsible and sustainable supply chains. The Division conceptualizes cross-cutting and sector-specific initiatives in industrial sectors where UNIDO has, over the years, accumulated expertise. These include, but are not limited to agro-industries, fisheries, textiles, leather, light manufacturing, health, mining, automotive and pharma and others. It will do so through close engagement with Member States, private sector associations, industrial enterprises, international quality, standards and trade-related governing bodies, other UN Agencies (e.g. ILO), development partners, NGOs and consumer associations.
The Junior Professional Officer (JPO) is expected to: (a) deliver work that is analytical in contributing to results achieved by the Division; (b) create an enabling environment for collaborative work which is catalytic to achieving results; (c) build relationships which contribute to counterparts’ engagement; and (d) achieve results that provide baselines for a service. The measure of success is timely, consistent and appropriate delivery of results.
The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, within as well as outside the unit. Within the formal teams, the incumbent may be expected to backstop other team members as required.
Staff members are subject to the authority of the Director General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.
III. MAIN RESPONSIBILITIES
The JPO works under the overall guidance of the Chief of the Division Fair Production, Sustainability Standards and Trade (IET/PST) and the direct supervision of a project manager. Specific responsibilities include but are not limited to:
Programme Development: Support the team in identifying gaps and opportunities for projects supporting producers in low- and middle-income countries in shifting towards more sustainable and fair production and complying with global ESG regulations and standards. This includes analysing best practices, co-developing project proposals, writing terms of reference for pre-feasibility studies, identifying funding opportunities from donors, international financial institutions, and private sector partners, and developing appropriate monitoring and evaluation frameworks.
Programme Implementation: Assist in the implementation of UNIDO’s Global Alliance on Green and Responsible Minerals, where focus will be placed on supporting member states in adopting sound ESG practices along the metals, minerals and mining value chains. Responsibilities include analysing and benchmarking existing sustainability standards and certification programmes in this sector, leveraging partnerships with institutions such as the International Trade Centre and the World Bank Group and building on UNIDO’s experience in benchmarking voluntary certification programmes in food safety.
Global Forum Function: Assists in the organisation and running of a technical workshop with selected partners and member states on the issue of compliance with ESG regulations and standards for producer countries in low- and middle-income countries. Assist in the preparation of a technical background paper in collaboration with partners.
Other Special Projects: Perform other special projects and assignments as required by the office and also beneficial for the development of the experience of the JPO.

V. MINIMUM ORGANIZATIONAL REQUIREMENTS
Education:
Master’s degree in in Economics, Environmental Management, Engineering or other field relevant to UNIDO’s mandate, is required.
Experience:
Language Skills:
Fluency in written and spoken English is required. Fluency in or working knowledge of other official language(s) of the United Nations is desirable.
