Working for Pembina means working safely.Overview:The Pembina Land department is responsible for all surface land acquisitions, divestitures, third party agreements, administration, and landowner/stakeholder relations. This includes managing and reporting on land activities (surface, reclamation, and contracts) for Pembina owned and leased properties, and providing advice on surface rights and land acquisition requirements. The team develops and executes strategic land acquisition, public consultation, and notification processes.Reporting to the Land Supervisor, the Land Negotiator will assist in managing surface land deliverables for various pipeline and facility projects and operational activities within B.C., Alberta, and Saskatchewan. The fixed term position will be based out of Pembina’s Calgary office (Eighth Ave Place). Periodic travel to various locations within the western provinces will be required. This is a 12-18 month fixed term position.Responsibilities may include but not limited to:

  • The strategic planning and acquisition of all land agreements and execution of any public consultation, notifications, and other Land deliverables necessary for the acquisition and maintenance of surface land rights on both private and crown lands;
  • Analyze, interpret and draft contracts relating to surface ownership;
  • Provide informed direction, guidance and representation, including offering advice and counsel to other departments regarding surface land access, activity with landowners, surface land challenges, the direct work activities of other Land Negotiators and consultants, and other land projects as required;
  • Work closely with Project Managers and participate in project meetings to ensure surface land challenges are properly communicated and understood;
  • Coordinate estimates, budgeting, cost oversight and reporting for land related work;
  • Work in collaboration with Indigenous Affairs, Regulatory, and Environment on the development and implementation of surface land acquisition strategies;
  • Coordinate with the Land Analyst group to ensure administrative processes support the long-term administration of assets and acquisitions;
  • Establish & maintain relationships between Pembina, external consultants, and stakeholders;
  • Remain current on applicable policies, laws and regulations affecting surface rights and access; and
  • Participate and support an equitable, diverse, and inclusive workplace.

Qualifications:

  • 5+ years of experience acquiring surface land rights;
  • Possession of (or eligible to receive) a permanent Alberta Land Agent License;
  • Experience with AER – Directive 56 Public Consultation and Crown land applications;
  • Experience with B.C. Energy Regulator – Project permitting and public consultation considered an asset;
  • Currently (or eligible to receive) a Commissioner of Oaths in Alberta;
  • Experience in supporting large linear construction execution considered an asset;
  • Possess clean driving record;
  • Certification and/or training in Project Management principles; and
  • Advanced communication and interpersonal skills with a demonstrated ability to apply sound business judgment, strong analytical and problem-solving skills.

Pembina’s Flexible Work Standard provides the option for eligible employees to work remotely on Mondays and Fridays.The successful candidate must be legally able to work in the country of the position.
