JOB DESCRIPTION

Responsibilities
Within assigned authority, the incumbent will be responsible for the following tasks: • Participate in the assessment, analysis and selection of priority countries in which the UNOCT project will be implemented, under the lead of CTED and in consultation with project partners. Review specifically current institutional set-up and capacity-building needs of priority countries in terms of API/PNR, in coordination with the Law Enforcement and Capacity Building Officer (Airports/Air Passenger Data). • Conceptualize the overall strategy for the activities to be delivered as part of the component on institutional set-up and capacity-building on the use of API/PNR data under the UNOCT project, in liaison with project partners and in coordination with the Law Enforcement and Capacity Building Officer (Airports/Air Passenger Data). • Plan and organize activities (awareness raising, advisory services and operational assistance) to be implemented as part of the overall strategy on the institutional set-up and capacity-building related to the use of API/PNR data, including detailed workplans and estimated budget, in coordination with the Law Enforcement and Capacity Building Officer (Airports/Air Passenger Data). • Provide advisory services (including good practices) and operational assistance to governments, in particular law enforcement agencies and entities, for the establishment and operationalisation of Passenger Information Unit (PIUs) in priority countries, in close cooperation with partners. • Guide the PCBT/AIRCOP Law Enforcement and Capacity Building personnel (Airports/Air Passenger Data) in implementing capacity-building activities supporting the operationalisation of API/PNR systems in priority countries, including experts, consultants and contractors contributing to the delivery of activities. • Coordinate the implementation of relevant activities with PCBT Regional Coordinators in Latin America, Africa, the Middle East and other regions as required, in particular when liaising with national authorities. Liaise and coordinate with project partners with a view to facilitate the delivery of activities. • Manage the implementation of the logistical aspects of all activities; monitor and analyze implementation; review relevant documents and reports; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions. • Prepare all correspondence linked to the implementation of the activities and follow up on them; organize and prepare a variety of written outputs, such as background papers, correspondence with governments, working papers, mission reports, analyses, briefings, presentations, enforcement strategies, policy proposals and documents, studies, summary reports, etc. • Provide regular reports to UNODC, UNOCT and relevant stakeholders on advancement of work, implementation status, delivery and results. Contribute relevant elements to any substantive and narrative documents required by the implementation of the PCBT projects and the UNOCT project. • Monitor developments related to API/PNR globally, in the priority countries and in the regions covered by PCBT/AIRCOP. • When required, represent UNODC at relevant regional or international events in matters related to API/PNR. • Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Perform other work-related duties as required.

Education
An advanced university degree (Master’s degree or equivalent) in international relations, law, business administration, management or a related field, is required. A first-level university degree OR equivalent academic education, professional training with certification from a recognized international/national police, customs or other staff training institution, with specialization in law enforcement, border management, border working techniques and/or other related areas, in combination with additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible professional work experience in national and/or international institutions in the fields of law enforcement, investigation, police, counter-terrorism, drug and/or crime prevention and control is required. Experience in providing advisory services and operational assistance to governments in relation to air passenger data including API and PNR and the operations of a PIU at the national or international level is required. Project/programme management experience is required. Working experience in or with a passenger information unit or a counter-trafficking unit at an international airport is desirable. Working experience in developing countries is desirable. Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another United Nations official language is an advantage.
