The Need

For over 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50% and 85% for very large populations of people in poverty. In its partnership with Yayasan Integritas Justitia Madani Indonesia (IJMI), we are seeking a Lead, Advocacy & External Engagement for Yayasan IJMI to identify priorities for advocacy, engage and mobilize key champions, execute the advocacy plan, and contribute to the overall goal and objectives of the organization in delivering deeper impact to the most vulnerable.

About Yayasan IJMI

Yayasan Integritas Justitia Madani Indonesia (IJMI) is an independent local foundation established in Indonesia in March 2023. Yayasan IJMI is a partner of International Justice Mission. In this partnership, Yayasan IJMI adopts IJM’s systems, models, approaches, and resources that have been trusted and proven to provide the impact that is also expected or targeted by Yayasan IJMI.

Our Vision: An effective Justice System in Indonesia to protect over 16.5 million people living in poverty from Forced Labor and Modern Slavery.

Our Mission: To protect people in poverty from violence through the rescue of victims, restraint of criminals, restoration of survivors, and strengthening of criminal justice systems.

This position is based in Jakarta, Indonesia. Open only for Indonesian nationals.

Responsibilities

Leadership and Management

  • Lead the Advocacy and External Engagement Unit with a strong commitment to achieving organizational goals and objectives.
  • Provide guidance, mentorship, and support to team member(s), fostering a collaborative and high-performance work environment.
  • Coordinate and collaborate with all respective program team members (project management lead, technical leads, MERL) and others to ensure that advocacy is cross-cut into the different interventions and that advocacy messages are drawn from the key interventions asks.

Strategy & Implementation

  • Collaborate with other functions to develop and execute advocacy and external engagement strategic plan in alignment to the Country Program Strategy. Primarily, to work with the Project Management Lead and Technical Leads that responsible for the key programmatic interventions for the organization.
  • Assist the Executive Director and collaborate closely with the MERL Lead in setting the annual advocacy and external engagement target in alignment to the available annual budget.
  • Identify opportunities for advocacy for issues relevant to FLS in Indonesia and share recommendations to the Executive Director for adaptation in the strategic plan and execution.
  • Collaborate with other functions in reviewing and adapting the CPS within the scheduled review timeframe and contribute on the aspects to ensure scale up of the program through advocacy and external engagement.
  • Oversee the implementation of advocacy and external engagement initiatives, ensuring timely execution and adherence to quality standards.

Policies and Procedures

  • Develop and maintain policies, standard operating procedures (SOPs), guidelines, and tools that required to support effective and efficient advocacy and external engagement.

Networking & Partnership

  • Develop stakeholders mapping for the organization that supportive to the advocacy objectives of the Country Program Strategy.
  • Initiate, maintain, and review engagements with the identified agents of change and key stakeholders relevant to the advocacy and external engagement strategic plan.
  • Encourage realization of partnerships with key stakeholders and agents of change with appropriate partnerships plan and monitoring of the partnership’s realization including all advocacy and external engagements interventions and initiatives including campaigns, public events, etc.
  • Coordinate and collaborate with different ministries and agencies at the National Level and relevant Subnational level government units to ensure umbrella arrangement or agreement (MoU, MoA, etc) finalized and signed in time for execution of joint initiatives.
  • Represent IJMI in various government and other key stakeholders events and initiatives to support better engagement and partnerships.
  • Encourage and support engagements toward coalition, multi-sectors collaboration, and or partnerships with other stakeholders including governments, other CSOs/NGOs, universities, media, and private sectors.

Communication

  • In collaboration with the Media and Comms Lead, to design and realise campaign initiative for the organization that support advocacy.
  • Support the Executive Director and other team members with close collaboration and coordination with the Media and Comms Lead in preparing key organizational messages relevant for positioning of the organization in the political space relevant to IJMI’s supported issues.
  • Facilitate clear and effective communication within the unit and with other units and or team members.
  • Foster a culture of transparency, open communication, and collaboration.

Training and Development

  • Identify training needs within the Organization relevant to Advocacy and External Engagement and develop training programs to enhance team members’ skills and knowledge, implementing partners, and other relevant key stakeholders, in alignment to standards and guidelines available in IJM.
  • Provide ongoing coaching and support to team members to foster their professional growth and development – relevant to advocacy and external engagement.
  • Encourage a culture of learning and continuous improvement.

Research, Document and Reporting

  • Initiate and execute research relevant for policy influencing and positioning of IJMI into policy space particularly with the relevant government partners.
  • Write and present policy paper, policy brief, organizational consolidated inputs, and other products relevant to opportunity and request on policy influencing.
  • Produce quarterly and annual report on advocacy and external engagements required by internal organization, IJM, donors, and governments.
  • Maintain effective and efficient evidences that support advocacy and external engagement decision making and or overall organizational decision making.

General tasks

  • Maintain detailed familiarity with the overall country program and context and its implementation by participating in team meetings as necessary and a variety of internal and external program activities;
  • Participate in external meetings and events as needed, and provide critical analysis and feedback;
  • Ensure accuracy in handling office money and follow the finance policies and guidelines in settling expenses and making payments;
  • Travel from time to time for meetings, cases or conferences; and
  • Maintain confidentiality of privileged and sensitive information.

Requirements:

  • Bachelor’s degree in public policy, internal relations, humanitarian, development, or any related field (Master’s degree preferred).
  • 10+ experiences in leading advocacy and or external engagement team.
  • Strong understanding of advocacy and external engagement – mobilizing multi-sector partners toward change of policies, procedures, standards, and practices in the Government
  • Proven ability to develop and implement advocacy and external engagement plan.
  • Experience in policy development, policy reformation, and policy process.
  • Knowledge of relevant laws, regulations, and industry standards.
  • Experiences in managing campaigns.
  • Experiences in managing consultants/short-term technical experts.
  • Advance skill in Microsoft Office and use of applications: Microsoft Word, Excel, PowerPoint, etc.
  • Understanding Trafficking in Person or Force Labor and Modern Slavery primarily in Indonesia, Indonesia government and its political system.

Critical Qualities:

  • Capability to navigate complex relationships internally and externally
  • Good analytical and problem solving skills
  • Excellent interpersonal skills and initiatives at a start-up phase of an institution
  • Excellent communication with good command of English for verbal and writing

IJM holds strict safeguarding principles and a zero tolerance to violations of the Safeguarding Policy, Protection against Sexual Exploitation, Abuse and Harassment Policy and Code of Conduct.
