Chemonics International seeks interested and qualified individuals for the Capacity Building Technical Director position for the anticipated USAID-funded Global Health Security (GHS) Activity in Guatemala. USAID GHS programs provide targeted technical support to key actors and entities of partner countries, with the objective of strengthening the country’s health system and enhancing human resource capabilities. The goal of this Activity is to build Guatemala’s resilience and self-reliance to effectively prevent, mitigate, and respond to the health and economic impacts of emerging infectious disease pandemics.
The position is anticipated to be based in in Guatemala City, Guatemala. We are looking for individuals who have a passion for making a difference in the lives of people around the world. Please note that hiring for this position is contingent upon the contract’s future award to Chemonics International.
Responsibilities:
- Provide leadership and oversight for capacity-building activities, including training and public-private collaboration, while coordinating closely with the senior management team to ensure high-quality technical capacity building that is tailored to the needs of partners.
- Support the development and implementation of key management systems that will support project planning, reporting, and performance management, specifically as they relate to program indicators;
- Oversee the development and dissemination of capacity development curricula and/or related training materials, supervision tools, management approaches and other resources based on needs assessments;
- Contribute to technical writing products and deliverables, including the annual work plan, performance monitoring reports, and other project deliverables as needed;
- Monitor the capacity-building needs of stakeholders (local partners, technical team, etc.) to ensure a focused and effective capacity-building effort, employing an adaptive management approach;
- Build strategic relationships and consult with government, local partners, the private sector, and other key stakeholders to develop platforms for cross-learning and innovation in sustainable capacity building interventions;
- Ensure all program assistance is technically sound and appropriate for the local context and integrate innovative practices, emerging knowledge, and international best practices into program activities;
- Supervise and provide ongoing leadership and mentorship to program staff to ensure effective support for stakeholders to deliver quality capacity building interventions
- Identify challenges, obstacles, and difficulties affecting program implementation, develop strategies to solve those problems, and work with the senior management team and program staff as needed to implement those strategies;
- Coordinate closely with the Chief of Party and Finance Director to ensure that capacity building interventions are coordinated and aligned with program goals and budget; and
- Performs other duties and responsibilities as required.
Qualifications:
- Advanced degree in public health, data monitoring, health systems, international development or related field preferred; bachelor’s degree with an additional five years of experience is an acceptable substitute;
- Minimum five years of demonstrated experience in designing and implementing capacity-building technical assistance in public health and/or integrated health systems strengthening;
- Strong skills in data use and interpretation and ability to adapt program activities based on continuous quality improvement;
- Demonstrated knowledge of USAID rules, regulations, policies, and procedures as they relate to project and program compliance and reporting;
- Ability to perform at a senior management level, including managing staff in a matrixed system with a focus on adaptive management;
- Demonstrated experience leading and professionally developing diverse teams;
- Excellent communication, presentation, and writing skills in both English and Spanish required;
- Demonstrated leadership, versatility, and integrity; and
- Ability to live and work in Guatemala City, Guatemala, with travel to the Guatemalan departments as required.
