ORGANIZATIONAL CONTEXT
Global hunger has reached alarming levels in 2022, and WFP, the Nobel Peace Prize winner in 2020, remains dedicated and committed to address this global food crisis. The United Nations Humanitarian Response Depot (UNHRD) is a network of strategically located hubs established to support humanitarian organizations and the broader international community in responding to emergencies and crises. UNHRD provides essential services such as storage, easy access to critical supplies, and technical assistance. As a team member of the UNHRD Hub based in Panama Pacifico, you will contribute to managing logistics and warehouse management services effectively, maintaining high standards of accuracy and compliance in all activities.
This position is based in Panama Pacífico, Panama and reports to the Logistics Officer
THE ROLE: To provide specialized support functions and/or supervise staff performing standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities
KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):
1. Provide specialized support to logistics operations and activities, adhering to standard processes. Contribute to the effective delivery of humanitarian assistance and logistics support in the UNHRD Hub.
2. Coordinate requests and ensure timely delivery of commodities and supplies to authorized partners and destinations. Maintain communication with relevant stakeholders to ensure smooth and efficient operations.
3. Manage logistics vendors’ contracting activities, including performance monitoring and measurement. Ensure compliance with service agreements and quality standards.
4. Identify, resolve, and provide recommendations on specialized logistics and/or warehouse queries/requests for support, using initiative and following standard processes. Ensure timely and accurate resolution of inquiries with an excellent client service mindset.
5. Prepare, monitor, and revise budgets for all delivery modalities. Ensure adherence to relevant procedures and compliance with corporate standards.
6. Monitor inventory management processes, track trends, and account for inventory status from source to beneficiary. Ensure accurate stock records and management.
7. Support oversight of commodity accounting data quality and integrity. Ensure that all records and reports are accurate and up to date.
8. Analyze operational pipeline and contribute to assessments and operational planning for all delivery modalities. Ensure supply chain requirements are considered in strategic planning.
9. Manage documentation processing for the execution of logistics operations (e.g., customs clearance, invoice verification). Take appropriate actions to resolve operational issues, escalating complex issues to the supervisor as needed.
10. Collect data and conduct analysis. Produce reports (e.g., physical inventory, transport performance) and ensure information accuracy in corporate systems to enable informed decision-making.
11. Liaise with internal and external stakeholders to support logistics operations and contribute to effective service delivery.
12. Supervise the work of support staff, including storekeepers and assistant storekeepers. Provide practical advice and guidance to ensure individual and team objectives are delivered to agreed standards and deadlines.
13. Support logistics emergency preparedness and response activities, including Logistics Capacity Assessment and Contingency Plan updates. Contribute to UNHRD’s ability to respond effectively to emergencies.
QUALIFICATIONS AND EXPERIENCE:
Education: Completion of secondary school education. Additional training in logistics, supply chain management, or a related field is desirable.
Experience: At least 6 years of progressively responsible experience in logistics, supply chain management, or related fields. Experience in an international organization or humanitarian setting is an asset.
Language: Fluency in both oral and written communication (Level C) in English and in local language is required. Knowledge of another UN language is an advantage.
Knowledge and Skills:
• Experience maintaining corporate systems and running queries on ongoing shipments, pipeline information, insurance claims, and food stock.
• Experience in administering third party service providers’ contracts.
• Experience in compiling contract documentation.
• Experience in contract execution.
• Experience in budget monitoring and reporting.
• Proficiency in using logistics and supply chain management software.
• Strong organizational, analytical, and record-keeping skills.
• Excellent communication and interpersonal skills, with the ability to address and resolve issues efficiently.

Duration: 12 months.
This position is open to people who hold a permanent work visa or is a Panamanian citizen.

Fixed-Term appointments are for a continuous period of one year or more and shall have a specified expiration date. The initial appointment is subject to a probationary period of one year.
Successful candidates will be placed in a roster for two (2) years.
