Logistics Officer

OBJECTIVES OF THE PROGRAMME

The WHO’s Health Emergencies Programme (The Programme) aims to build the capacity of Member States to manage health emergency risks, and lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.Within WHE, the Emergency Operations (EMO) Programme Area is responsible for ensuring that emergency-affected populations have access to an essential package of life-saving health services. This includes establishing comprehensive incident management for coordinated action in all graded and protracted health emergencies, assisting and coordinating the implementation of health operations to agreed standards through partner and WHO operational networks as well as providing supplies and logistical services and operational support for all graded and protracted health emergencies. EMO also guides strategic policy development and inter-agency relations for the Programme.

DESCRIPTION OF DUTIES

1. In compliance with the WHO rules and regulations, provide timely and proactive expert advice and support to the WHO emergency response based in Gaziantep and Head of WHO Country Office on all logistics matters in the context of emergency response, including coordination and communication with the Regional Office as needed.2. Ensure end-to-end follow-up of the requisitions for goods placed for emergency response; develop and maintain an efficient and reliable tracking system.3. Oversee warehousing and inventory for the office in Gaziantep; implement stock control mechanisms. Maintain the required stockpiles of essential incident management commodities, e.g., personal deployment material, radios, satellite phones, IT equipment, etc. and oversee office vehicles. 4. Liaise with logistics/procurement experts at the regional and HQ level to ensure that the needs of WHO and implementing partners are met effectively and efficiently.5. Facilitate customs clearance and coordinate with partners such as NGOs and UN Humanitarian Response Depots to manage the emergency supply response (request management, stock level, shipment, etc.).6. Design KPls to monitor the supply operations efficiency and undertake regular assessments to monitor supply management, stock movements and storage conditions.7. Provide regular reporting to supervisors and colleagues on Gaziantep emergency response logistics activities, drawing attention to needs, gaps and problems and proposing remedial applications whenever applicable.8. Perform any other related duties, as required by the supervisors.

REQUIRED QUALIFICATIONS

Education

Essential: First university degree in business administration, supply chain management, logistics management, pharmaceutical management, or similar field from an accredited/ recognized institute.
Desirable: Training or knowledge in UN international logistics coordination and their application to supply management and monitoring. Certification in Humanitarian Medical Logistics Practices (MEDLOG).

Experience

Essential: At least two years of experience at the national and or international level in supply chain or logistics management in health care emergency response, humanitarian response operations, or related area.
Desirable: Related experience with WHO, the UN System or international NGO work in the field of outbreaks and or health emergency response.

Skills

•Demonstrated knowledge of and experience in logistics coordination, supply operations, and or procurement. •Proven ability to deal with customs brokerage professionals and freight forwarders at the local and international levels. •Good storage and distribution practices for medical products including cold chain management. •Working knowledge and experience with GSM or similar Enterprise Resource Management solutions.•Excellent interpersonal skills and ability to work under pressure.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 36,813 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
