The Division of Private Fundraising and Partnerships (PFP), based in Geneva, aims to achieve sustainable impact for children – income and influence at scale – by maximizing UNICEF’s private fundraising, partnerships, and engagement activities. including work with National Committees, regional and country offices, for the realization of children’s rights.
The Humanitarian Funding Unit within the Private Sector Fundraising and Partnerships (PSFP) section of PFP supports National Committees and Private Sector Fundraising (PSFR) Countries and steers global efforts across the organization to maximize funding opportunities through and for humanitarian crises and sudden onset disasters.
UNICEF’s mandate to deliver on the Core Commitments for Children in Humanitarian Action requires greater equity globally in fundraising. Investing in the Global Humanitarian Thematic Fund (GHTF) makes it possible to realize the rights of every child in emergencies, because it allows UNICEF to make informed decisions on allocation of funding where the need is the greatest, thereby achieving equity and maximum impact for children, globally.

How can you make a difference? 

PURPOSE OF ASSIGNMENT

The aim is to hire two Consultants, who will work under the guidance of the Programme Specialists – Funds Management and Fundraising Specialist – High Value Audiences, within the Humanitarian Fundraising Unit:

i) Business area 1: To assess what is available in the markets, products and assets of emergency funds and recommend ways of improving and positioning GHTF as an attractive funding mechanism that private sector partners can use to raise quality flexible funding, to support reach children in all crises.

ii) Business area 2: To support the creation of an emergency market (PSFR/NatComs) portfolio management approach for CUE in 3 regions – Middle East and North Africa (MENA), Eastern and Southern Africa (ESA) and ), Western and Central Africa (WCAR) in the pilot phase in 2024/2025, with a plan to rollout to the rest of the regions – including EAP, LAC, ROSA and ECA in the following years.

OBJECTIVE(s):

The overall objective is to set up one or several Long-Term Agreement(s) to hire consultant(s) to: (a) assess what is available in the markets, products and assets of emergency funds and recommend ways of improving and positioning GHTF as an attractive funding mechanism that private sector partners can use to raise quality flexible funding, to support reach children in all crises. (b) support the creation of an emergency market (PSFR/NatComs) portfolio management approach for Chronically underfunded emergencies (CUE) in 3 regions – Middle East and North Africa (MENA),Eastern and Southern Africa and ), Western and Central Africa (WCAR)

MAJOR TASKS TO BE ACCOMPLISHED
Business area 1: Emergency funds assessment & GHTF
1) Undertake an assessment and review existing emergency funding mechanisms across markets.
2) Engage key markets through deep dives to ascertain and understand existing emergency funds mechanisms within their markets.
3) Draft key recommendations from research and deep dives with markets and socialize management to make data-informed and insights-based decisions during high-level strategic discussions on GHTF.
4) Draft an approach/guidance of managing emergency funds to scale and sustain increased levels of revenue growth for the global humanitarian thematic fund.
5) Develop and socialize markets and key stakeholders on the approach/guidance that includes visibility and recognition for markets, to enable streamline local emergency funds aimed at advocating for GHTF as the second preferred recipient pot for humanitarian response.
6) Work in partnership with relevant stakeholders (Market and PR; Communications; EMOPs, PPD;) and develop and pilot a marketing strategy including relevant products and assets to support increase funds low to the global humanitarian thematic fund.
Business area 2: Chronically underfunded emergencies
7) Conduct co-creation workshops with RO/select COs, income streams and mapped NatComs/PSFR to understand needs and positioning – ESA, MENA and WCAR
8) Conduct interviews with key private sector partners to understand needs and positioning (IC council, corporate networks)
9) Define porfolio model for ESA, MENA and WCAR
10) Create marketing and fundraising tool kit for underfunded emergencies – ESA, MENA and WCAR.
11) Pilot a communication, marketing, and fundraising engagement plan – ESA, MENA and WCAR.
Responsibilities of the Consultant:
  • The consultant will use his/her/their own equipment; laptops, microphones, software and other accessories that may be required for this task.
  • The consultant will not give the content/material or any part thereof, to any third party without the written permission of UNICEF. All components will be a property of UNICEF, and the consultant will not share the same with anyone else.
  • The consultant will not put their own name or logo/emblem on the content / final product. The only organization branding will be UNICEF, if required.
  • Regular liaison with manager.
Responsibilities of UNICEF:
  • UNICEF will provide all details pertaining to the activity and the requirements.
  • UNICEF will share the documents and specifications with the consultant as he/she becomes available and will coordinate the timely delivery of work.
DELIVERABLES
1) Emergency funds assessment & GHTF
  • A comprehensive assessment report (3-5page).
  • 5-6 Deep dives held with key priority markets.
  • Key set of recommendations report developed.
  • Socialize key stakeholders on proposed key recommendations.
  • Draft guidance note developed.
  • A socializing plan developed and executed for key stakeholders.
  • Marketing strategy and implementation plan developed and executed.
  • Pilot assets and products in identified 5 key markets and with 4 audience stakeholders.
    2) Chronically underfunded emergencies (CUE) – Pilot Phase
  • Co-creation workshops for ESA, MENA and WCAR with priority markets each
  • Co-creation recommendations report for ESA, MENA and WCAR (3-5 pages)
  • CUE Fundraising Strategy and implementation plan for ESA, MENA and WCAR Defined MENA Portfolio, ESA-portfolio and WCAR-portfolio (Matched RO/CO-Natcom/PSFR)
  • Fundraising campaign plan
  • Fundraising package (Key advocacy messages, Evergreen Marketing assets, Evergreen Communication assets & Fundraising assets (thematic pieces, nexus investment cases, spotlight pieces etc.)
  • Pilot a CUE fundraising campaign for ESA, MENA and WCAR
TRAVEL
The contract is mainly homebased and may entail some level of travel to be discussed and agreed with the respective supervisor.

FINANCIAL PROPOSAL

To qualify as an advocate for every child you will have… 

Education:

  • An Advanced University degree is required in one of the following fields: International Relations, Marketing, Social Science, Communication, Fundraising, Business Administration, or another relevant technical field.
  • Alternatively, a first-level university degree in a relevant field combined with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of 5 years of progressively responsible professional work experience in omnichannel marketing journeys is required.
  • Excellent writing, interpersonal and presentation skills are required.
  • A good level of understanding of UNICEF financial systems and structures is required.
  • Experience with analysis required.
  • Experience and demonstrable knowledge of Marketing products and assets is required.
  • Experience with the UN system is an asset.

Language:

  • • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is an asset.

Others:

  • Excellent communication and writing skills is required.
  • Strong inter-personal skills is an asset.
  • Experience working in a multi-cultural team is an asset.
  • Experience working remotely, very responsive over email and Microsoft Teams is an asset.
