Purpose of Activity/Assignment:
 
Over the last 30 years, UNICEF country office in Azerbaijan operates to respond to the needs of children and enable them to develop to their full potential. Its programmes in health, education, youth development, climate and child protection keep evolving and adapting to the changing needs in the country. UNICEF works alongside the Government, communities and families in Azerbaijan to support every child, to initiate new and innovative approaches to child and youth development, to bring global practices and to further strengthen the national capacities and systems that support children and families.
To put children’s need on the center of different national agendas and also highlight UNICEF activities, communication work supported by high quality photos and videos (audiovisuals) are must. Audiovisuals are used for various purposes across a range of digital platforms: from social media content to digital archiving, from public communication to reporting to stakeholders. High quality audiovisual materials help to maintain and further strengthen organization’s reputation among public and other targeted audiences.
The overall objective is to set up a Long-Term Agreement to facilitate and expedite the process by which the UNICEF’s country office in Azerbaijan will hire multimedia creatives as required for specific projects and events in line with its communications objectives.
The Office is seeking to contract consultants to provide the following services:
I. Professional photo coverage (with editing) of UNICEF activities and events in Azerbaijan.
II. Professional video coverage (with editing) of UNICEF activities and events in Azerbaijan.
 
Note: Candidates are free to apply to any category based on their qualifications and experience. They can also apply for both categories. UNICEF will award LTA to top-ranked candidates under each category. A candidate may be awarded LTA for one or more than one category.
 
Scope of Work:
I. Responsibilities of the Photography Consultant:
1. Capturing and editing photo content and working closely with Communication Specialist: covering UNICEF activities, events, and first-person narratives as per specifications of the format, platform, shot listing, etc.
2. Participating in and contributing to the whole production process including discussion, conceptualization, planning/storyboarding, building narratives, writing production plans, shooting schedules, taking photos, editing and final packaging. This will often require working with videographers.
3. Providing captions to photos according to UNICEF’s guidelines.
4. Submitting the deliverables in formats applicable to UNICEF platforms, broadcasters, online news, and social media outlets, as previously agreed with the supervisor.
5. The consultants will use their own equipment: camera, software and other accessories and software that may be required to complete the tasks.
6. The consultant will not give the content/material or any part thereof, to any third party without the written permission of UNICEF. All components will be the property of UNICEF, and the consultant will not share the same with anyone else.
7. The consultant will not put their own name or logo/emblem on the content / final product. The only organization branding will be UNICEF, if required.
8. Keep in mind culture, gender, and other sensitivities as per UNICEF guidelines. The video/footage/text should be appropriate for diverse audiences and have universal appeal.
9. Ensure effective and efficient provision of services, keep full confidentiality of all aspects of the assignment; manage information flows and follow-up on deadlines and commitments made.
10. Ensure dignity of subjects, particularly in the context of children and vulnerable groups.
11. Ensure consent forms are signed by children and/or guardians as well as adults participating in the projects as per UNICEF guidelines.
12. Ensure all footage is cutting edge and meets the latest, competing technical standards.
13. Be available for several rounds of editing depending on the feedback.
14. Conduct all work independently, in accordance with professional standards. This includes working from their own office and using their own hardware and software equipment.
 
Deliverables of the Photography Consultant:
1. Planning and pitching ideas.
2. Production of photo content: around 30-40 photos per assignment.
3. Broad editing of photo content.
4. Capturing detailed captions and possibly quotes.
5. Photos to be submitted within 1 working day after completion of each of the production day.
Performance indicators for evaluation of the deliverables: Quality of shooting, editing and timely delivery of appropriate paperwork, captions.
 
II. Responsibilities of the Videography Consultant:
1. Capturing and editing video content and working closely with Communication Specialist: creating footage of UNICEF activities, events and first-person narratives as per specifications of a given assignment (including format, platform, shot listing, etc.).
2. Providing captions to videos according to UNICEF’s guidelines.
3. Embedding captions to videos in an agreed language as per specifications of a given assignment.
4. Participating in and contributing to the whole production process including discussion, conceptualization, planning/storyboarding, building narratives and scripts, writing production plans, shooting schedules, filming, editing and final packaging. This will often require working with photographers.
5. Submitting the deliverables in formats applicable to UNICEF platforms, broadcasters, online news, and social media outlets, as previously agreed with the supervisor.
6. The consultants will use their own equipment; camera, microphones, software and other accessories and software that may be required to complete the tasks.
7.  Keep in mind culture, gender, and other sensitivities as per UNICEF guidelines. The video/footage/text should be appropriate for diverse audiences and have universal appeal.
8. Ensure effective and efficient provision of services, keep full confidentiality of all aspects of the assignment; manage information flows and follow-up on deadlines and commitments made.
9. Ensure dignity of subjects, particularly in the context of children and vulnerable groups.
10. Ensure consent forms are signed by children and/or guardians as well as adults participating in the projects as per UNICEF guidelines.

Deliverables of the Videography Consultant:
1. Pre-production planning and pitching ideas.
2. Filming stories in the field, including first-person stories.
3. Capturing detailed captions and possibly quotes.
4. B-Roll for broadcast media.
5. Social media edit (usually of the length no longer than 1.5 mins) formatted for 1×1, 16×9, 9×16.
6. Videos and subtitles in Azerbaijani and English (without the necessity of knowing both languages).
7. Longer edits and video human stories (i.e. up to 5 min for YouTube).
8. Videos to be submitted up to 2 working days after completion of each of the production day, longer videos/projects to be submitted within max. 1 week.
 
Performance indicators for evaluation of results: Quality of shooting, editing and timely delivery of appropriate paperwork, captions.

To qualify as an advocate for every child you will have… 

UNICEF is looking for I. Photography and II. Videography consultants with the following qualifications:
I. Photography
• Diplomas/certificates relevant to the field of services (I.e., media, communication, journalism, film production studies or certificates; or in another relevant field).
• At least 5 years of professional experience in working in a humanitarian context or in an international environment (experience in work on topics regarding the vulnerable groups is preferred).
Track record of high-quality photography content distributed to national and international broadcasters and online media platforms (proved by a portfolio).
• Demonstrated ability to produce high quality materials according to specified technical requirements in a past paced environment and changing conditions including short deadlines.
• Spoken and written fluent knowledge of Polish and English is required; knowledge of Ukrainian or Russian is an asset.
Previous relevant experience of working with a UN Agency, international organizations, international media, or donors is an asset.
 
II. Videography
• Diplomas/certificates relevant to the field of services (I.e., media, communication, journalism, film production studies or certificates; or in another relevant field).
• At least 5 years of professional experience in working in a humanitarian context or in an international environment (experience in work on topics regarding the vulnerable groups is preferred).
Track record of high-quality videography content distributed to national and international broadcasters and online media platforms (proved by a portfolio).

III. Three Work Samples – this includes three examples of previously created content /photography material / videography material. It is critical to submit work samples as you will observe from the advertisement that marks have been assigned to these criteria for arriving at the most suitable candidate

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
