Malaria Anticipation Project: Training design support

Background

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, natural disasters, and exclusion from healthcare. These programmes are run through five operational centres. The Malaria Anticipation Project (MAP) is an MSF-UK project supported by the Operational Centre Amsterdam (OCA).

The MAP is entering a new phase to build on its previous objectives and outputs by further developing and expanding the use of an anticipatory action (early warning, early action) system for malaria in MSF. This will be continued in Lankien, South Sudan, as well as a new site in Zamfara, Nigeria. This TIC-funded (MSF Transformational Investment Capacity) phase of the project will also produce a toolkit of resources to facilitate the operationalisation and adoption of anticipatory action, develop long-term data architecture and management of the system, and initiate a sustainable business strategy that can support wider scale up.

Scope of consultancy support required

The project includes the development and design of training materials to support the implementation of the anticipatory action system and set of protocols and processes that surround its use when applying the outputs to operational activities. These materials will be used within the project phase of the MAP, with a view to being easily adaptable for other potential settings and locations where MSF works, post-project.

Materials include: in-person trainings for project colleagues in Lankien, for example with outreach and community team leads addressing, reinforcing health education about malaria and prevention measures.

You will be expected to work closely with the MAP Researcher, who has responsibility for ensuring community engagement and working with the MSF project operations teams preparing for implementation. You will also work with the MAP Project Coordinator in terms of timelines, deliverables and liaising with other key stakeholders in MSF, as well as the two Project Co-Leads, who are internal subject matter experts in malaria, climate change adaptation and anticipatory action.

This does not require visits to the country of operation – Lankien, South Sudan.

Requirements

  1. Develop and design training materials for the Anticipation Action for malaria implementation in Lankien.
  2. Work with the MAP Researcher, Project Coordinator (and other team members as required) to plan and implement training materials to support the EWS implementation.

Specific deliverables

  1. Create Learning Objectives for the different user groups and training requirements – in consultation with the Project Researcher and Project Co-Leads.
  2. Working within MSF design culturally appropriate guidelines, develop and design bespoke multi-media training materials – printed and digital, for easy dissemination, comprising an introduction to Anticipatory Action systems, an overview of malaria (disease basics and prevention and control measures), components of the MAP Anticipation Action system for malaria, implementation of Anticipatory Action, monitoring and evaluation, and practical training modules (simulation exercise).
  3. Ensure designs meet the brief prior to handover for sign off.

Profile of consultant

Essential:

  • Demonstrable experience of developing and delivering training materials for delivery in humanitarian settings with limited resources and for various user groups with different learning modes.
  • Experience of developing training materials for health education.
  • In-depth understanding of instructional design models and pedagogical learning theories.
  • Demonstrated ability to cooperate and maintain effective relationships with key stakeholders.
  • Strong team-working skills and experience, particularly in a matrix management environment.
  • Excellent organisational and project management skills.
  • Strong analytical and problem-solving skills.
  • Ability to transfer knowledge effectively.
  • Excellent communication skills, oral as well as written.
  • Creative flair, demonstrable through extensive portfolio
  • Enthusiastic and highly motivated
  • Fluent in English, written and speech.
  • Demonstrated ability to deliver in an international and multi-cultural environment.
  • Knowledge and working proficiency of Microsoft 365 environment including Teams and SharePoint.

Desirable:

  • Previous experience of working in an NGO humanitarian organisation.
