About the Position: Serves as the Senior Management Analyst for the Army Material Command Logistic Data Analysis Center (LDAC), Mission Support Division (MSD), Resources Branch (RB), providing advisory related to organizational structure, mission and functions, manpower and civilian programs. Responsibilities Collaborates with organizational senior leaders and managers on collection, measurement, and analysis plans for highly complex data sets, and determination of outputs, related to human capital performance and transformation initiatives. Researches and analyzes data quality, identifies and tracks trends, and develops recommended solutions to human capital and personnel data reporting problems. Serves as lead for LDAC onboarding program and coordinates with Sponsors, Selecting Officials, Executive Officer, Division Chiefs, and key personnel in MSD. Provides staff level technical advice and assistance to all levels of management officials within LDAC on complex human resources management issues and provides regulatory guidance and procedures and answers queries on Employee Benefits. Specialized Experience: One year of specialized experience which includes 1) Developing Human Resources (HR) strategy, policies, and guidance; 2) Utilizing a variety of human resources information systems to analyze and report on a wide variety of human capital data (e.g., performance data, on-boarding data, engagement data, recruitment and hiring, retention/turnover data, etc.); 3) Providing guidance/assistance regarding personnel matters to employees and management (e.g., compensation, benefits, position management, HR processes/procedures); AND 4) Conducting analysis to identify propose solutions regarding personnel and manpower issues. This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Customer Service Human Capital Management Manages and Organizes Information Workforce Planning Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone–no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
