The United Nations Joint Staff Pension Fund (UNJSPF) was established in 1949 by the United Nations General Assembly to provide retirement, death, disability and related benefits for staff of the United Nations and other member organizations of the Fund. The Pension Fund pays benefits in 17 currencies to more than 80,000 beneficiaries who reside in 190 countries, and services more than 140,000 participants who work in the 24 member organizations of the Pension Fund. The Fund has offices in New York (United States) and Geneva (Switzerland) and two liaison offices in Nairobi (Kenya) and Bangkok (Thailand). This position is based in New York. The Pension Administration (PA) of the UNJSPF comprises about 250 staff from diverse countries and cultures, based across our four duty stations (New York, Geneva, Bangkok and Nairobi). Visit www.unjspf.org for more details. This position is located in the Data Analysis Unit (DAU) within the Office of the Deputy Chief Executive of Pension Administration (DCEPA) of the UNJSPF. The Management and Programme Analyst reports to the Chief, Data Analysis Unit. The focus of this role is to lead the implementation, monitoring and evaluation of programmes, operations and other activities relating to the function of the DAU.
Responsibilities
Within delegated authority, the Management and Programme Analyst will be responsible for the following duties: • Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. • Performs assignments, in collaboration with colleagues, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan colleagues will use to manage the change. • Researches, analyzes and presents information gathered from diverse sources. • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Leads and/or participates in large, complex programmes, including provision of guidance to relevant parties and drafting reports, etc. • Leads the development and ongoing management and coordination of the Pension Administration’s data governance framework. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience
A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required. A minimum of three years of experience in data governance and data quality is required. At least three years of experience in a Pension Fund is desirable. Two years or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the UNJSPF. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
