Overview of position
To contribute to the implementation of the Child-Sensitive Social Protection Programme (CSSP), by ensuring the timely delivery and quality of management of the CSSP II programme within Baxnaano MIS. The Officer will support MOLSA to deploy the Baxnaano MIS for effective delivery and management of cash transfers to the beneficiaries. As part of the core CSSP team, the staff member will be responsible for engaging with UNICEF and the implementing partners on the utilization of the relevant modules of the Baxnaano MIS for the effective delivery of the CSSP processes that meet the data protection requirements under FGS legislation and UNICEF data protection policy. This position is aligned with B 4 (Technical Advisor) under stream B of the Capacity Injection Mechanism (CIM) guideline No. 2 of the National Civil Service Commission of the Federal Government of Somalia.
Over the past 5 years, the Federal Government through MOLSA has initiated several social assistance programs and has currently 3 ongoing projects: the BAXNAANO, SAGAL, and CSSP (Child-Sensitive Social Protection Programming). These programs are designed to provide cash transfers to poor and vulnerable households using both poverty and categorical targeting methodology with clear linkages to nutrition, health, and other basic services. The Child-Sensitive Social Protection Program (CSSP) is designed to serve as a shock-responsive Window under the Baxnaano National Safety Net Program and funded by German KfW with UNICEF implementing on behalf of MOLSA and in collaboration with MOLSA counterparts at FMS and district authorities. The CSSP program in its two phases, 1 & 2, targets Pregnant and Lactating Women (PLWs) with children under 1 year old and provides cash transfers to 41,200 households in 5 districts in Somalia.
The CSSP phase II will be implemented in Hirshabelle and Jubaland using the Baxnaano MIS system. Therefore, this proposal seeks a full-time Management Information System (MIS) and Data Protection Officer to support the CSSP implementation while embedded within MoLSA and working with MoLSA daily.
The MIS and Data Protection Officer will work directly with the Baxnaano MIS team and report to the CSSP Programme Manager in MoLSA under the overall guidance of the UNICEF CSSP Program Manager to contribute to the implementation of the CSSP by ensuring the timely delivery and quality of management of the CSSP project within Baxnaano MIS.
Role objectives
The Consultant will be responsible for the following key responsibilities in the design and implementation of the MIS and the compliance with the data protection requirements:
- Support the Baxnaano MIS Specialist in creating the CSSP as a sub-program in the Baxnaano MIS.
- Provide role-based permissions for users from UNICEF, IPs, and CSSP Consultants working with MOLSA to manage accountability and comply with the appropriate division of roles and responsibilities.
- Provide technical support to the payment officer to deliver carry enrollment, and payment including creating payment lists and sharing them with Mobile Network Operators, change management, grievance, and redress mechanisms.
- Share the CSSP list from the Baxnaano MIS to enable IPs to automate the process of checking the monthly payment list for the beneficiaries against the EU sanction list.
- Work with the Director of Legal and Labour Relations to perform the MoLSA data controller obligations for CSSP, monitor compliance with the law and related policies, and act as the contact point for UNICEF and the Federal Data Protection Authority on issues relating to the protection of personal data.
- Support integration works between the GRM of the implementing partners and MoLSA GRM.
- Implement specific tools to enhance data protection among the implementing partners including relevant privacy notice and consent statements for all key stages of the CSSP cash transfer delivery process.
- Enforce the implementation of the relevant data sharing agreements with MoLSA as co-data controller, and with implementing partners as data processors; put in place data breach reporting processes; trainings on data protection and conduct annual data audits.
- Support UNICEF in the implementation of cloud-based backup and disaster recovery arrangements for the Baxnaano MIS to support CSSP program operations, including if there are downtimes in MIS based on the physical servers at MoLSA.
- Support and participate in the CSSP registration, and enrolment processes to reinforce government leadership in CSSP 2.
- Support the CSSP Programme Manager at MoLSA in reporting on CSSP progress by providing timely and quality reports on MIS and data-related functions.
- Represent UNICEF and the CSSP team at MoLSA in internal as well as external dialogues, meetings, and workshops specifically those related to CSSP MIS and data protection functions.
- Undertake any other assignment about the CSSP MIS and data protection function as directed by the direct, technical, and overall supervisors, including the Director General and CSSP Programme Manager at MoLSA.

- The consultant will work with the Baxnaano MIS team and report to the head of Baxnaano MIS for IT and technical-related functions.
Project reporting
- The Consultant shall submit a monthly progress report to the CSSP Programme Manager at MoLSA and the UNICEF CSSP Programme Manager on expected deliverables, with copies of field mission reports if any during the report.
- The Consultant will also participate in CSSP-related workshops, and review meetings
