Parkland County has an opportunity for a permanent, full-time Manager, Development Planning & Safety Codes position in the Planning & Development Services department. Reporting to the Director, Planning & Development Services, the Manager, Development Planning & Safety Codes provides leadership and oversight to operations pertaining to Development Planning and Safety Codes. This includes operations and functions specific to the development permitting process, amendments to the Land Use Bylaw, legal matters pertaining to enforcement, Stop Orders and presentations to boards and commissions related to the approval and appeal processes. In addition, this position provides leadership and oversight to functions and operations pertaining to compliance and inspections to ensure buildings and systems are in compliance with the Alberta Building Code, referenced standards and associated regulations for elements of the public safety governed under the Safety Codes Act and the requirements of the Safety Codes Council. This position also provides support to the Director through a range of development planning projects, issues, and applications.The ideal candidate for this position will have the following:

  • Bachelor’s degree in planning, Development Planning and/or Safety Codes or a related discipline.
  • Membership in the Alberta Development Officer Association or Canadian Institute of Planners, certificate as a Registered Professional Planner or certification in a Safety Codes discipline would be considered an asset.
  • A minimum of five (5) to seven (7) years of experience with the Ability to exercise judgement and discretion to make decisions on difficult and complex development permit applications, appropriate recommendations to Council, SDAB, and senior leadership, while working independently in interpreting policy and legislation, and directing staff.
  • Exceptional working knowledge of the Municipal Government Act, the Subdivision and Development Regulation and other relevant legislation.
  • Knowledge of Safety Codes requirements, regulations and legislations with a sound understanding of planning law and land use enforcement.
  • Must possess progressive leadership experience directly supervising staff and projects while also demonstrating superior interpersonal skills in dealing effectively with general public on sensitive matters, direct reports, community partners, elected officials and senior leadership.
  • Excellent writing, presentation, negotiation, organization and time-management skills as well as strong computer skills, using Microsoft Office and other related applications.
  • Possession of a valid class 5 driver’s license and satisfactory driving record.

The total rewards package for this position includes:
A starting annual salary of $120,500 to $135,500, with a maximum earning potential for this pay range of $152,400, based on a 35-hour work week and option to join the Earned Day Off Program.In addition, extended health and dental benefits, access to our confidential Employee and Family Assistance Program, paid sick time, three (3) weeks vacation a year with your birthday off, additional five (5) paid days off for Management days in lieu of overtime, flexible work arrangements allowing remote work options (based on position’s needs), and personal days are offered.
