Job Description:Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. This position is a control function in the Network Operations Centre (NOC) and will manage and provide technical leadership to the development of access standards and oversight of the planning process for daily construction activities requiring rail corridor access to ensure that maintenance, construction projects, and necessary access into active rail corridors are planned, coordinated for safety and are effectively executed. What will I be doing?

  • Prioritization and triage for all infrastructure-related failures and asset impairments through effective oversight of the fault control function monitoring all of the Metrolinx network.
  • Provides leadership to a team responsible for command and control over the Metrolinx rail corridors to ensure the safe separation of rail movements from non-rail movement activities (i.e. construction, maintenance and third-party works).
  • Lead RTC function streams related to the operation and engagement of third-party interline activities to ensure contract compliance and prioritization of stakeholder expectations.
  • 24×7 control function; review technical and functional reports for planned construction and corridor maintenance projects; identifies weaknesses that could impact service, customer satisfaction, and safety.
  • Managing oversight for track protection ensuring public safety, operational impacts and supporting internal investigations as it relates to on-track incidents.
  • Monitor delivery of communications during major work projects impacting operations on the Metrolinx rail network.
  • Implement, practice, oversee and communicated processes and systems focused on regulatory and safety compliance that ensure the safe and efficient movement of trains and is aligned with regulatory/legislated requirements, corporate policies and customer expectations.
  • Manage emergency situations and other unexpected construction-related events while ensuring safety of employees and general public, limiting the impact to railway operations, and adhering to Canadian Rail Operating Rules (CROR), Metrolinx policies and procedures.
  • Develop and maintain an environment of positive collaboration through strong working relationships and linkages between business units as well as maintaining effective working relationships with key stakeholders to optimize compliance activities.
  • Monitor performance of information systems to provide accurate and timely data pertaining to infrastructure-related activities.

Note:

  • Please note that this is a 24/7 operation. As such, incumbents are required to work 12-hour continental rotating day and night shifts, including weekends.
  • The incumbent may be required to work on long-term special projects as assigned.

What Skills and Qualifications Do I Need?

  • Completion of a degree in a Transportation Planning/Management, Business Administration, or a related discipline – or a combination of education, training and experience deemed equivalent.
  • Demonstrated progressive experience leading daily operations of a major commuter rail and/or bus transportation hub.
  • Knowledge of the Employment Standards Act, Occupational Health & Safety Act, and applicable building codes.
  • Currently, or previously, held/maintained a Canadian Rail Operations Rules (CROR) qualification as a Rail Traffic Controller, is an asset.
  • Knowledge of formal and informal policies and organizational interconnections to navigate boundaries and manage regulatory / compliance.
  • Experience with project management and related systems requirements and development methodologies; experience monitoring project progress, related staff, resources, and activities for adherence to timelines, and achievement of project performance results.
  • Experience leading transformational change to adapt to new or changing requirements and reflecting on lessons learned.
  • Diplomacy, negotiation, and persuasion skills to administer and negotiate vendor contracts; manage customer service and facilities management issues.
  • Personal resiliency to manage conflicting pressures and address front-line customer-facing issues.
  • Problem solving and oral/written/presentation skills to manage communication with stakeholders, resolve issues, and tailor communications.
  • In depth knowledge of Railway Operations, is an asset.
  • Knowledge of railway construction, track and signal maintenance, is an asset.
