Background

Oxfam has been in Jordan since the 1990s. We work with local partners in Jordan for a future where everyone can reach their full potential, especially women and young people. We provide essential humanitarian assistance to Syrian refugees as well as vulnerable Jordanians, while promoting longer term sustainable solutions to challenges facing Jordan, with a focus on Climate Justice, Economic Justice and Gender Justice.

Under the Gender Justice programme, Oxfam is part of a regional consortium implementing the Masarouna “Our pathway” programme. The Masarouna initiative follows two interlinked pathways to achieve lasting change: influencing decision makers and communities; and strengthening civic space. Both pathways are supported by a cross-cutting capacity strengthening approach, in partnership with a range of civil society actors. Global and regional partners facilitate access to funds and bring technical and thematic expertise. The project builds on Oxfam’s expertise in using a rights-based and gender responsive approach, with a strong focus on advocating for vulnerable women and young people in Jordan.

Introduction to Required Services

The consultant will be responsible for implementing the Masarouna Jordan Influencing Strategy, which is designed to create a society in which all young people in Jordan have greater freedom of choice and respect for their SRHR. The strategy involves a series of advocacy actions, including roundtable meetings, ongoing influencing activities, and producing policy papers.

The consultant will coordinate the work of all Masarouna partners in Jordan, ensuring alignment and coordination of all influencing components for joint efforts. They will also serve as the focal points with the target groups across different governorates. This role includes capacity building of rightsholders and youth groups, empowering them to advocate for their rights. The capacity-building activities will follow a learning-by-doing approach, targeting communities where SRHR topics are not inclusively addressed. Additionally, the consultant will produce policy papers, position papers, and factsheets throughout the implementation of the relevant component, serving as valuable resources for SRHR advocacy and policy change influence.

Scope of SERVICES

The consultant is responsible for:

  • Implementing the Masarouna Jordan Influencing Strategy.
  • Coordinating the work of all Masarouna partners in Jordan.
  • Providing an implementation plan with all requirements, deliverables, and timelines.
  • Developing training materials on the thematic areas of SRHR and advocacy campaigning.
  • Delivering training workshops to the target groups in different governorates.
  • Working closely with the targeted youth group on the implementation of the plans.
  • Engaging with officials and relevant entities as part of the advocacy campaigns.
  • Producing policy papers, position papers, and factsheets.
  • Submitting a final report on the progress, process, and outcomes.

Required Qualifications

  • At least 5 At of experience in advocacy and campaign management, including strong knowledge of the local Jordanian context on the issues crosscutting with RH and rights where relevant.
  • Proven track record of experience in disability rights programs and/or gender justice programs preferably with other INGOs, NGO, UN agencies in Jordan and which includes training others, especially at the community level.
  • Demonstrated experience in developing quality training materials, preferably on issues relevant to gender, inclusion and disability rights
  • Excellent writing and verbal communication and presentation skills with a focus on adopting and designing training approach and methodology tailor-made to the target audience in mind
  • Ability and willingness to travel to within Jordan

Evaluation Criteria

Applications will be assessed according to the following criteria:

  • Financial proposal 30%: reasonable budget for the proposed goals and activities and proper budget breakdown.
  • Qualifications and competencies 20%: relevant experience of the consultant who will be conducting the assignment in Jordan
  • Technical proposal 50%: Completeness of the proposal including: the approach, the methodology, Timeline, expected output(s).
