Description
The Deputy Director is a senior policy making position and works closely with the agency’s scientific staff to advise the Director on policy and regulatory matters for consideration to be presented to the Fisheries & Wildlife Board which oversees the Division. The Deputy Director directly supervises four M6 Assistant Directors.

Responsibilities include:
The Deputy Director directs and manages professional trained fish and wildlife biologists and ecologists in the development and implementation of wildlife conservation strategies that ensure sustainable populations of fish and wildlife throughout the Commonwealth. Working through the assistant directors, the Deputy Director manages operations of the technical sections (fisheries, wildlife and natural heritage) in Westborough and field operations in the districts to find solutions to problems including budgetary, personnel, staffing, sampling priorities, Westborough/District coordination issues, etc.; ensures safe and efficient operating conditions, conducts manager evaluations, and handles matters involving disciplinary action.

Works with the Director and Administrators to implement and operationalize agency priorities such as engaging and serving all citizens throughout the Commonwealth including urban and suburban communities (DEIJA and Agency Relevancy), and recruiting, retaining, and reactivating hunters and anglers (R3). Oversees annual work planning efforts and other mechanisms to ensure prioritization and coordination across operational units; works to enhance wildlife-dependent recreational opportunities for everyone in the Commonwealth.

Oversee and directs efforts to develop or modify regulations. Recommends regulatory changes to the Director and the Fisheries & Wildlife Board. Participates in public hearings and analyzes input to guide regulatory process.

Assists the Director in the development and implementation of the annual spending plan.

Working with the Director, oversees process of filling vacant positions ensuring that all state policies are adhered to throughout the hiring process.

Represents Director at meetings and on projects as assigned.

Qualifications
A. Knowledge, Skills and Abilities
Describe the critical and typical knowledge, skills and abilities you believe are necessary to perform this job at a minimally acceptable level of competence.
Managerial and leadership skills in supervising a highly professional staff of scientists as well as managers in district locations. Ability to evaluate original research. Excellent written and oral communications skills to interact with scientists, the media and the public. Knowledgeable of Mass wildlife law and regulations as well as wildlife natural history and management. Ability to work under pressure situations and respond to requests from officials on short notice. Has to be able to work on an untraditional work schedule including nights and weekends. Understands the biological, political and sociological side of the business.

B. Experience Necessary
Masters or other advanced degree in Natural Resources Management.
Ten or more years of professional experience in wildlife / fisheries management
Five or more years of organization management and supervisory experience working for a state natural resources agency at senior staff level.
Public and Media Relations, public administration, fiscal administration, and computer skills.

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
