Since the start of the war in eastern Ukraine in 2014, Malteser International has been working with three local partner organizations in the sector of mental health and psycho-social support (MHPSS). As a result of the Russian attack in February 2022, Malteser International has expanded its humanitarian activities in Ukraine with a strong partner focus to include relief distributions in war-affected areas – winterization – a scale-up of Mental Health and Psycho-social support – as well as social support and cohesion.

In support of the current and envisioned program implementation and to reinforce the capacities of our local partners in Ukraine, Malteser International is looking for a MEAL Manager.

As MEAL Manager, you will lead and be responsible for the Monitoring, Evaluation, Accountability and Learning (MEAL) of Malteser International’s Ukraine response. You will provide technical and methodological support to partner organizations and ensure the quality and relevance of monitoring and evaluation activities through frequent duty trips. You will ensure that learning from projects is systematically captured and used throughout the country program.

Your responsibilities:

  • Take on the responsibility to continuously develop and implement an effective and coordinated MEAL framework and systems to ensure timely and high-quality reporting on all activities
  • Support the development and improvement of the monitoring and reporting systems of partner organizations through capacity-building measures
  • Support assessments in coordination with other relevant actors and support the development of new project proposals in line with the HRP requirements
  • Work alongside the MI and partner teams to set up solid feedback and participation mechanisms at community level ensuring transparent, accountable, and safe programming in line with MI standards and set up pathways for capturing and adequately processing complaints at respective levels (community, location, country office, HQ)
  • Identify lessons learned and best practices from previous program/project implementation and evaluations and actively promote learning 
  • Seek solutions for more complex data management requirements by working with IT capacity
  • In collaboration with the MI HQ MEAL department/Global PME Advisor, streamline and roll out new monitoring and evaluation tools

Your profile:

  • University degree in a relevant field and at least 5 years of professional experience and at least 3 years of proven experience in similar positions with international NGOs; other project management skills would be considered an advantage
  • Experience or knowledge in community engagement or participatory methods
  • Demonstrated experience in working in multi-sectoral programs as well as understanding of a broad range of program quality controls and the practical issues faced by program managers in demonstrating impact
  • Proven hands-on experience in partner capacity strengthening, staff development, training, and team building as well as the ability to effectively motivate people
  • Proven skills in MS-Word, Excel, KOBO Toolbox or similar, database management as well as statistical packages
  • Context experience in Ukraine is desired as well as stress resilience and readiness to live and work in a challenging security context
  • Fluency in English (written and spoken); knowledge of German and/or Ukrainian is an asset

What we offer:

  • Start Date: June or July 2024
  • Duty Station: Lviv / Ukraine (possible relocation to Kyiv) with duty trips to other parts of Ukraine following the safety and security framework
  • Duration of contract: 1 year (with possibility to extend)
  • Salary according to qualification and experience, insurance package, R&R, 1 annual flight to home country
